If you have moved to Portugal and need to update your tax address with Autoridade Tributária e Aduaneira, register with social security, or complete other Portuguese administrative procedures, you need a Portuguese proof of address. Several documents are accepted — each issued by a different Portuguese authority. The right one for you depends on your nationality and residency status.

Applying for a NIF? You need a foreign proof of address

This page covers proof of address documents for people who have already moved to Portugal — for example, to update your tax address on Portal das Finanças, register with social security, or cancel your fiscal representation. 1. Atestado de residência (residence certificate from Junta de Freguesia). This confirms that you live at a specific Portuguese address. Most Portuguese institutions accept it. To request one, visit your Junta de Freguesia in person with your passport or EU ID and proof that you live at the address (rental contract, utility bill, or testimony of a witness).

2. Título de residência (residence permit from AIMA). For non-EU citizens with legal residence, this is the official residence permit. It is issued by AIMA (Agência para a Integração, Migrações e Asilo) — the migration agency that replaced SEF in October 2023. The Título serves as both proof of identity and proof of address.

3. CRUE (Certificado de Registo de Cidadão da União Europeia). For EU/EEA/Swiss citizens staying more than 90 days, the CRUE is the registration certificate confirming legal residence, issued by your local Câmara Municipal (city council) or Junta de Freguesia. 4. Utility bill. A recent Portuguese utility bill in your name — no older than 3 months — works for many procedures. Most providers issue PDF invoices you can download. The bill must show your full name and the Portuguese address.

5. Rental contract or property deed. Your rental contract (contrato de arrendamento) or property deed (escritura) serves as proof of address. Make sure the document is fully signed and includes your full name and the Portuguese address.

Is the Título de residência issued by SEF or AIMA?

AIMA (Agência para a Integração, Migrações e Asilo) now issues Títulos de residência. SEF was closed in October 2023 and its functions were transferred to AIMA.
