How to Change Your Fiscal Address on Portal das Finanças

Last updated: By

Quick answer

To change your fiscal address without a Portuguese Citizen’s Card, log in to Portal das Finanças and submit the request under Dados Cadastrais > Morada; if you are becoming a resident, use e-balcão instead. The change takes effect only after you enter the confirmation code AT posts to your new address. Citizen’s Card holders change their address on gov.pt.

If you have moved to Portugal, moved house within Portugal or left the country, you need to update your tax address (domicílio fiscal) with Autoridade Tributária e Aduaneira (AT). This guide covers which route applies to you, the deadlines, the documents, the step-by-step process on Portal das Finanças, and what to do afterwards.

Before you start

You need three things:

If you hold a Portuguese Citizen’s Card (Cartão de Cidadão), you do not use the portal steps below: you change your address on gov.pt or at a Citizen’s Card desk, and AT is updated automatically.

Deadlines: 15 or 60 days

If you do not hold a Portuguese Citizen’s Card, AT gives you two deadlines to report a new address: 60 days when the change turns you from a non-resident into a resident, or the other way round, and 15 days in every other case, such as moving house within Portugal.

You count as a Portuguese tax resident if you spend more than 183 days in Portugal, consecutive or not, in any 12-month period starting or ending in the year concerned — or if, on any day of that period, you have a home in Portugal in conditions suggesting you intend to keep and occupy it as your habitual residence.

Missing the deadline can result in fines from Autoridade Tributária. The amount depends on the specific case but generally falls between €75 and €375 for individuals. More importantly, tax notices continue to go to your old address, which can lead to missed deadlines for tax filings and additional penalties.

Tax address vs residency address — what’s the difference

Tax address (domicílio fiscal) vs residency address in Portugal

For most Portuguese tax residents, the tax address and residency address are the same — your home address. They become different only in specific cases, such as when you use a fiscal representative’s address as your tax domicile.

Step-by-step: change your address on Portal das Finanças

These steps use the online address form, for foreign nationals without a Citizen’s Card. If you are switching from non-resident to resident, see the next section instead.

  1. Gather your documents. Have your NIF, your Portal das Finanças password, your passport or ID document and proof of your new address in Portugal ready, scanned for upload.
  2. Log in to Portal das Finanças. Go to portaldasfinancas.gov.pt, choose Iniciar Sessão and log in with your NIF and password.
  3. Open the address change form. Go to Todos os Serviços > Dados Cadastrais > Morada > Entregar Pedido de Alteração. Menu names change when the portal is redesigned; if you cannot find this path, search the portal for “morada”.
  4. Enter your new address and submit. Type your new Portuguese address (street, number, postcode and locality), attach any document the form asks for, and submit the request.
  5. Enter the confirmation code. AT posts a letter with a confirmation code to your new address. The change only takes effect once you enter that code on Portal das Finanças.
  6. Check your registered address. Open A minha Área > Posição Integrada > Informação cadastral > Dados Gerais de Identificação and check that the new address is shown. If you need proof, request a certidão de domicílio fiscal.

If the letter does not arrive, contact AT through e-balcão or call the CAT helpline on +351 217 206 707 (working days, 9:00–19:00). AT’s official guidance on the domicílio fiscal is in the Morada (Domicílio Fiscal) section.

Moving from non-resident to resident

The online address form does not cover a foreign national whose registered address is abroad and who is becoming a Portuguese tax resident. Send that request through e-balcão instead — Contactos > Atendimento e-balcão > registar nova questão, then Registo Contribuinte > Identific > Alteração Morada/Singulares — with scanned copies of your documents, or book an appointment at a Serviço de Finanças.

  • Non-EU citizens: your passport or ID document, plus your AIMA residence permit (valid on the date of the request), your AIMA appointment proof or the receipt for a pending AIMA application, or an AIMA international or temporary protection document. If your new address differs from the one on the AIMA document, add proof that you asked AIMA to change it and a property deed, rental contract, employment contract or document from a public entity showing the new address.
  • EU, EEA, Swiss and Andorran citizens: your ID document or passport, plus your CRUE, or a property deed, rental contract, employment contract or document from a public entity showing your Portuguese address. See CRUE for EU citizens.

Documents must be originals or certified copies, unless they can be checked electronically, and documents in a foreign language need a certified translation.

After you update your tax address — what comes next

  • Cancel fiscal representation (optional). If you appointed a fiscal representative when you first applied for NIF Portugal as a non-resident, you can now cancel that fiscal representation. Updating your tax address is the first step — see how to cancel fiscal representation.
  • Activate electronic notifications (optional). Once your tax address is updated and you no longer need a representative, activate electronic notifications (NCEPF) through Portal das Finanças. AT then delivers future correspondence to your account instead of by post.
  • Update other Portuguese records. Also update your address with social security (Segurança Social, where your NISS is registered), your bank, and your healthcare provider (SNS).

Updating your address with AIMA — for non-EU residents

Non-EU residents with a Título de residência must also keep their address up to date with AIMA (Agência para a Integração, Migrações e Asilo, the migration agency that replaced SEF in 2023). AIMA address updates are done separately from tax address updates — through the AIMA portal or in person at an AIMA office.

Frequently Asked Questions

How do I update my address on Portal das Finanças?

Log in to Portal das Finanças with your NIF and password and open Todos os Serviços > Dados Cadastrais > Morada > Entregar Pedido de Alteração. Enter your new Portuguese address and submit it. AT then posts a confirmation code to the new address, and the change takes effect once you enter it. If you are switching from non-resident to resident, use e-balcão instead.

How do I change my address in Portugal if I have a Citizen's Card?

If you hold a Portuguese Cartão de Cidadão, you do not change your fiscal address on Portal das Finanças. You change the address on your Citizen's Card, online on gov.pt or in person at any Citizen's Card service desk, and your fiscal address at Autoridade Tributária is then updated automatically. The portal steps on this page are for people without a Citizen's Card, including most foreign residents.

What is the deadline to change my fiscal address in Portugal?

If you do not have a Citizen's Card, AT gives you 15 days to report a new address in most cases, such as moving house within Portugal. The deadline is 60 days when the change turns you from a non-resident into a resident, or the other way round. Reporting late can lead to a fine, and AT keeps sending its letters to your old address in the meantime.

Why hasn't my new address changed on Portal das Finanças yet?

An address change made through the Portal das Finanças form only takes effect after you enter the confirmation code that AT sends by letter to your new address. Until the letter arrives and you enter the code, your old address stays on record. If the letter does not arrive, contact AT through e-balcão or call the CAT helpline on +351 217 206 707.

How do I change from non-resident to resident at the Finanças?

The online address form does not cover this case. Send the request through e-balcão (Registo Contribuinte > Identific > Alteração Morada/Singulares) with scanned documents, or book an appointment at a Serviço de Finanças. Non-EU citizens need their passport plus an AIMA residence permit or AIMA appointment receipt; EU citizens need their ID plus a CRUE or a deed, rental contract or employment contract.

What documents do I need to change my fiscal address?

You need your passport or ID document and proof of your new Portuguese address. AT accepts an AIMA residence permit or appointment receipt (non-EU), a CRUE (EU), a property deed, a rental contract, an employment contract or a document issued by a public entity. Documents must be originals or certified copies unless they can be checked electronically, and foreign-language documents need a certified translation.

Does changing my address change my NIF?

No. Your NIF stays the same; changing your address only updates the address recorded against it at Autoridade Tributária. You keep using the same NIF for your tax return, bank, employer and contracts. What changes is where AT sends its letters and, if you move from non-resident to resident, your tax status — which can also end the need for a fiscal representative.

What is the difference between a tax address and a residency address?

Your tax address (domicílio fiscal) is the address registered with Autoridade Tributária, where AT sends letters, codes and tax notices. Your residency address is where you actually live, documented by a Título de residência (non-EU) or a CRUE (EU). For most Portuguese tax residents they are the same; a non-resident with a fiscal representative has the representative's address as their tax address.

Can someone else change my fiscal address for me?

Yes. A representative can file the request in person or through e-balcão if they present a power of attorney (procuração) that gives them that power. A power of attorney granted to a lawyer or solicitor, identified as such, does not need its signature certified. If the change also appoints a fiscal representative, the power of attorney has to say so.

Can I cancel fiscal representation after updating my tax address?

Yes. Once your Portuguese address is registered with AT and you are a resident, you usually no longer need a fiscal representative, and updating your tax address is the first step to cancel one. You can then receive letters directly or activate electronic notifications on Portal das Finanças. See how to cancel fiscal representation for the next steps.
