If you are an EU/EEA citizen, you can apply without a fiscal representative by activating electronic notifications (NCEPF) through Portal das Finanças — all correspondence from Autoridade Tributária is then delivered electronically. If you are a non-EU citizen (third-country national), Portuguese law requires you to appoint a fiscal representative when applying for NIF Portugal as a non-resident. This includes UK citizens after Brexit. Without a fiscal representative, Autoridade Tributária will reject the application. If you already live in Portugal as a tax resident, you are not applying as a non-resident — the process is different, and you can apply at a Serviço de Finanças office in person with a Portuguese proof of address. This guide does not cover that scenario.
How the application works in short
The application itself is deliberately simple — two documents and one signature:

What you can do with your NIF Portugal
The NIF is the key that unlocks almost every formal step in Portugal. Practically, you will be asked for it when you:
- Bank and pay. Open a Portuguese bank account, get paid by a Portuguese employer, or sign contracts with local service providers.
- Rent or buy housing. Sign a rental agreement or a property purchase deed — both require a NIF for every party named in the contract.
- Work or start a business. Get hired under a Portuguese contract, register as a freelancer (trabalhador independente), or set up a Portuguese company.
- Handle taxes. File Portuguese tax returns, apply for the IFICI regime (the successor to NHR), and track everything through Portal das Finanças — where your NIF is your username. If you cannot log in, request a Senha de Acesso for Portal das Finanças.
- Apply for visas and residence. A NIF is a supporting document for the D7 and D8 Digital Nomad visa applications.
