To apply for a Portuguese NIF from Spain, start with your registered address: four Portuguese posts serve the country — the consular section of the embassy in Madrid and consulates general in Barcelona, Seville and Vigo. The post recognises your signature on the form and forwards your file; the NIF itself is assigned by the Autoridade Tributária e Aduaneira (AT), not by the consulate.

Spain is served by four Portuguese posts: the consular section of the embassy in Madrid, plus consulates general in Barcelona, Seville and Vigo. The districts below are reproduced from each post’s published list, which Spain publishes as autonomous communities, provinces and cities. Residence is the starting point — not nationality, and not the post with the most convenient appointment.

The consular NIF route: what applies across Spain

Every post here serves the same national procedure, with differences in how you book and what each one publishes. The shared points, as the posts and the tax authority describe them:

  • A NIF can be requested directly from Portugal’s tax services or through the consular route. The request can be made directly to the AT — through the e-balcão online channel or a scheduled attendance at a Serviço de Finanças or a Loja do Cidadão — or through the consular route, where the post witnesses the signature on the AT form and forwards the file.
  • The post does not issue the NIF — the AT does. The number is assigned by the Autoridade Tributária e Aduaneira (AT), Portugal’s tax authority. The consular part of the route is the recognition of your signature on the applicable form; the number itself is assigned by the AT.
  • Portuguese citizens: the NIF comes with the Cartão de Cidadão. A NIF is issued automatically with a new Cartão de Cidadão; without a new card, the published routes run through the IRN desks, the Serviços de Finanças or e-balcão.
  • Standard document set. The document base described by the AT for non-residents is an identification document (passport), a document showing your address abroad unless it appears in the ID, plus the tax authority’s form for non-residents. None of the four Spanish posts publishes the form list it witnesses for this act — ask your post before you book.
  • Fiscal representative: optional for Spain-based applicants. Per the AT leaflet, residents of EU countries — Spain included — can choose between appointing a fiscal representative and adhering to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT); both are options, not obligations. Separately, and not specific to Spain, a self-employed activity subject to VAT always requires a VAT representative resident in Portugal. The FAQ below has the details.
  • The NIF request is free; the post’s fee is for its own act. The Portuguese government’s guide states the NIF request is free of charge. What a post charges is its emolument for the signature recognition, set by each post’s fee table. Barcelona publishes its table of emoluments on its own site; the other three posts publish nothing current — ask your post.
  • Booking channels differ — the details are below. Barcelona, Seville and Vigo run online booking (Barcelona through the ‘Agendamento’ entry on its own site, Vigo through its published agendamentos page, Seville inside the official online-booking list). The consular section in Madrid takes appointments through the Centro de Atendimento Consular, tel. +34 917890500.

Madrid is not a consulate general: it is the consular section of the Embassy of Portugal, and its appointments run through the Centro de Atendimento Consular on +34 917890500, which is its published booking route. Seville’s district covers Andalusia, Extremadura, Ceuta and Melilla, and it publishes signature recognition among its consular services. It publishes no NIF page — start from its contact page. What this guide does not confirm

  • Processing times. None of the four posts publishes a processing time for this route, and none publishes appointment waiting times — treat any figure you hear as unofficial and recheck on the day.
  • Fees. Madrid, Seville and Vigo publish no current public emolument table for the signature recognition; only Barcelona publishes a table of emoluments. Ask your post before booking. The NIF itself is free.
  • Which form your post witnesses. No Spanish post publishes a NIF-specific page or a document list for this act — confirm your document set with the post.
  • Walk-in service. None of the posts reviewed describes accepting applications without an appointment; Madrid routes bookings through the Centro de Atendimento Consular, the others through their published booking channels.

Does the consulate issue my NIF?

No. The NIF is assigned by the Autoridade Tributária e Aduaneira (AT), the Portuguese tax authority — consular posts do not issue it. The consular role is the recognition of your signature on the applicable form, which the post then forwards; none of the four Spanish posts publishes a NIF-specific page setting out this step.

Do I need a fiscal representative in Portugal?

Requesting a NIF as a non-resident does not by itself require appointing one. For residents of EU countries — Spain included — the AT leaflet makes both options optional: appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). Both are options, not obligations. Separately, and not specific to Spain, a self-employed activity subject to VAT always requires a VAT representative resident in Portugal.

Which form and documents do I bring?

What does it cost?

The NIF request itself is free — the Portuguese government’s guide states it. What a consular post may charge is its emolument for the act it performs (the signature recognition). Barcelona publishes a table of emoluments on its own site; Madrid, Seville and Vigo publish no current public fee table, so ask your post for its fee before the appointment. Do not rely on fee figures from other countries’ posts.

No Spanish post publishes a processing time for this route, and appointment availability is not published either — treat any estimate as unofficial. The number is assigned as a non-resident (per the AT leaflet), and where you have appointed a fiscal representative, the AT’s correspondence goes to the representative.
