To apply for a Spanish NIE from Algeria, start with your registered address: two Spanish consular offices serve the country — the consular section of the embassy in Algiers and the consulate general in Oran. The office covering your address forwards your application, but the NIE itself is assigned by Spain’s General Commissariat for Immigration and Borders, and it arrives by email.

Which office covers your address?
The consular districts follow Spain’s official division of Algeria. Residence is the starting point — not nationality, and not the office with the most convenient window. The list below matches each office’s published district.

Because those two published statements overlap, treat either one as your office only after confirming it: the Algiers consular section’s note asks you to check which office serves your wilaya with the office itself. The consular NIE route: what applies across Algeria
Both offices here follow the same national procedure, with local differences in how you file and where you attend. The shared points, as published by the offices themselves:
- A NIE can be requested directly in Spain or at the consular office for your country of residence. From Algeria, that is the office covering your address.
- You apply in person or through a duly accredited representative — and the physical presence of the applicant or the representative is always mandatory. Do not read the representative route as one that removes attendance altogether.
- You must state the economic, professional or social reasons that justify the application, and offices may ask for documents proving them.
- The standard document set is an EX-15 form (original and one copy), a valid passport with a copy of the data page (EU citizens may use a national identity document), proof of residence in the consular district, and a completed Modelo 790, Código 012 with the fee paid.
- The consular NIE is identification, not residence. Both offices assign it on a non-resident basis: a NIE processed through them is not valid to reside in Spain and does not accredit residence there, and anyone planning to settle in Spain must check visa requirements first.
- The consulate does not issue the number. It is assigned by the General Commissariat for Immigration and Borders, part of Spain’s Directorate-General for the Police. The consulate cannot speed up processing, and the NIE is sent to the applicant by email — so put a working notification address on the form.

Algiers — consular section of the embassy
NIE applications for the whole country are handled by the consular section of the embassy, not by the consulate general: the Consulate General in Algiers operates at Rue Reda Houhou (Ex-Clausel), Alger Centre, while the embassy’s consular section publishes the NIE page. Its stated route is to submit the file personally or through a duly accredited representative; it publishes no separate online booking system, so the published way to fix your visit is to contact the section at cog.argel@maec.es. Oran — consulate general
Oran is the office that publishes a walk-in window for this service: the NIE file is taken from 8:30 to 10:30 with no appointment needed, a published feature of the office rather than a booking model — plan around that window rather than expecting a cita previa. It covers the wilayas listed in the table above and repeats the standard non-resident rule: the fee follows the consular fee schedule and the NIE is assigned on a non-resident basis. Can someone else submit the application — do I have to attend in person?

At the Algiers consular section the file is submitted personally or through an accredited representative. Oran takes NIE applications at a walk-in window, from 8:30 to 10:30, with no appointment needed. Does the consular NIE let me live or work in Spain?
No. The offices here assign the NIE on a non-resident basis, and the consular NIE is an identification number: it is not valid to reside in Spain and does not accredit residence there. If you plan to settle in Spain, check the visa and residence requirements first — that route starts in Spain, not at the consulate. Treat the consular NIE as a tax and identification number for dealings with Spain, not a residence permit.

Who assigns the NIE, and how long does it take?
The number is assigned by the General Commissariat for Immigration and Borders, under Spain’s Directorate-General for the Police — not by the consulate, which cannot shorten processing. Where do I get the EX-15 and how do I pay the fee?
Open the forms from your office’s NIE page: EX-15 for the application and Modelo 790, Código 012 for the fee. Neither office publishes a figure — both state that the fee follows the consular fee schedule — so take the current amount from the office or from the payment form on the day you act.
