The Consulate General of Spain in La Habana serves Cuba, and Spain’s Embassy in La Habana is also resident there. The embassy’s official consular-office directory for Cuba is the source of this jurisdiction. The NIE route itself is handled by the Consulate General in Havana, which operates from two buildings in the city — see the addresses below; if you are elsewhere in the country, confirm with the Consulate rather than assuming another office can process a NIE.
The consular NIE route: what applies across Cuba
The Consulate General follows the same national procedure as other Spanish consular offices, with local rules on how you reach it. The shared points, as published for the consular route:
- A NIE can be requested directly in Spain or at the consular office for your country of residence. From Cuba, that is the Consulate General in Havana.
- You apply in person or through a duly accredited representative — and the physical presence of the applicant or the representative is always mandatory. Do not read the representative route as one that removes attendance altogether.
- You must state the economic, professional or social reasons that justify the application, and offices may ask for documents proving them.
- The standard document set is an EX-15 form (original and one copy), a valid passport with a copy of the data page (EU citizens may use a national identity document), proof of residence in the consular district, and a completed Modelo 790, Código 012 with the fee paid.
- The consular NIE is identification, not residence. A NIE processed through a consulate is not valid to reside in Spain and does not accredit residence there; anyone planning to settle in Spain must check visa requirements first.
- The consulate does not issue the number. It is assigned by the General Commissariat for Immigration and Borders, part of Spain’s Directorate-General for the Police. The consulate cannot speed up processing, and the NIE is sent to the applicant by email — so put a working notification address on the form.
- In Cuba, no booking system is published. The NIE page publishes no booking platform and states that more information is available by email from this Consular Office. The Consulate General works from two locations: the Palacio de Velasco, Zulueta 2, for visas, marriages, legalisations, notary work and the registro general; and the Lonja del Comercio, Calle Lamparilla 2, for passports and the civil registry.

Havana — consulate general
The Consulate General of Spain in La Habana is the only office that handles NIE applications for the whole of Cuba. Its NIE page publishes no booking system: it states that more information is available by email from this Consular Office. Write to cog.lahabana.pas@maec.es or cog.lahabana.leg@maec.es. - Processing times. The Consulate General does not publish a processing time for NIE applications in the material reviewed for this guide. The number is assigned by the Commissariat and delivered by email, but no timeframe is given; ask the Consulate for its current estimate.
- Current fee. The only figure on the NIE page is the 2021 example of 9.74 euros. Take the current amount from the office’s fee page on the day you pay.

- Which building handles the NIE. The Consulate General works from two buildings — Palacio de Velasco and the Lonja del Comercio — with different services at each; the NIE page does not state which one to attend, so confirm the correct location with the Consulate before you go.
