How to apply for a Spanish NIE from the UAE: which consulate to use

Last updated: By

Short answer. To apply for a Spanish NIE from the United Arab Emirates, there is one office for the whole country: the consular section of the Spanish Embassy in Abu Dhabi, competent for the entire Emirati territory. It forwards your application, but the NIE itself is assigned by Spain’s General Commissariat for Immigration and Borders, and it arrives by email.

This is an independent guide by E-Residence, a private service. It is not an official website of any consulate and does not control appointments; every procedure in it links to its official source. Recheck the official page on the day you act.

For the wider picture of how consular NIE applications work, see our guide to NIE applications at Spanish consulates outside Spain. Here, the focus is the UAE and its single office.

Which office covers your address?

The easiest part of applying from the UAE is the district question: it does not apply. The consular section of the embassy in Abu Dhabi publishes itself as competent for the entire Emirati territory, so residence — not nationality — settles the matter, and every applicant in the country uses the same office. The row below matches that published statement.

The consular NIE route: what applies across the UAE

The single office follows the same national procedure as every Spanish consulate, with its own arrangements for how you book and what you bring. The shared points, as published by the offices themselves:

  • A NIE can be requested directly in Spain or at the consular office for your country of residence. From the UAE, that is the consular section in Abu Dhabi.
  • You apply in person or through a duly accredited representative — and the physical presence of the applicant or the representative is always mandatory. Do not read the representative route as one that removes attendance altogether.
  • You must state the economic, professional or social reasons that justify the application, and offices may ask for documents proving them.
  • The standard document set is an EX-15 form (original and one copy), a valid passport with a copy of the data page (EU citizens may use a national identity document), proof of residence in the consular district, and a completed Modelo 790, Código 012 with the fee paid.
  • The consular NIE is identification, not residence. A NIE processed through a consulate is not valid to reside in Spain and does not accredit residence there, and anyone planning to settle in Spain must check visa requirements first.
  • The consulate does not issue the number. It is assigned by the General Commissariat for Immigration and Borders, part of Spain’s Directorate-General for the Police. The consulate cannot speed up processing, and the NIE is sent to the applicant by email — so put a working notification address on the form.

Office by office: how each one runs NIE applications

Abu Dhabi — consular section of the embassy

The consular section asks you to contact it to submit the NIE application, and says the appointment details are on the office page rather than spelling out an online booking system in the material reviewed here. In practice, the published way to start is to write to the section at emb.abudhabi@maec.es and ask how it wants your visit arranged. It covers the whole country, repeats the standard document set, points to the embassy’s consular services fee page for the current amount, and lists its address at Al Ladeem Street in the Al Nahyan area. The published phone number is +971 (0) 4 200 55 00. Abu Dhabi NIE page

This is the office’s published address. The map link is a navigation aid built from that address — it does not confirm which service a building hosts, and it is no substitute for the office’s own page. Check the address there before travelling.

What this guide does not confirm

  • The exact appointment channel. The consular section’s published route is to contact it to submit the NIE application, with the appointment details on its page; the material reviewed here does not set out a separate online booking system. Write to the section first.
  • Current fees. The office points to the embassy’s consular services fee page instead of publishing an amount here. Take the figure from that page or from the office on the day you pay.
  • Processing times. The office reviewed here does not publish how long the NIE takes. Treat any estimate you see elsewhere as unconfirmed and ask the office.
  • Document specifics beyond the standard set. The page reviewed here repeats the standard consular document list without a local residence-proof rule for the UAE; ask the office what it accepts.
  • Walk-in service. Nothing in the material reviewed here describes accepting NIE applications without an appointment. Presence is mandatory, but arrange the channel first.

Want a second pair of eyes on your document set before you email the office? Send your situation through a short NIE enquiry. We flag gaps before the office does — an enquiry does not replace or speed up the official procedure.

Frequently asked questions

Which Spanish consulate in the UAE covers my address?

There is only one for the whole country: the consular section of the Spanish Embassy in Abu Dhabi, competent for the entire Emirati territory. Unlike countries where you must match your address to one of several published districts, here the office is the same wherever you live in the UAE — including the other emirates. Confirm the current service arrangements with the office before you contact it, because the page asks you to use its published appointment details.

Do I need proof of residence in the UAE to apply through the consulate?

Residence is the starting point, and the standard consular NIE file includes proof of residence in the consular district. Because the consular section is competent for the entire Emirati territory, the district question is simply whether you live in the UAE. The office reviewed here does not publish a local rule on what that proof must be — an Emirates ID, a tenancy contract or a utility bill, for example — so ask the office what it accepts if your situation is unusual.

Can someone else submit the application — do I have to attend in person?

The applicant or a duly accredited representative must attend; the physical presence of the applicant or the representative is always mandatory. The consular section asks you to contact it to submit the NIE application and points to its page for the appointment details, so treat the exact channel as something to confirm with the office rather than assume. If you use a representative, expect to supply the representative’s identity document plus a power of attorney that expressly authorises them to file the NIE application.

Does the consular NIE let me live or work in Spain?

No. The consular NIE is an identification number: it is not valid to reside in Spain and does not accredit residence there. If you plan to settle in Spain, check the visa and residence requirements first — that route starts in Spain, not at the consulate. Treat the consular NIE as a tax and identification number for dealings with Spain, not a residence permit.

Who assigns the NIE, and how long does it take?

The number is assigned by the General Commissariat for Immigration and Borders, under Spain’s Directorate-General for the Police — not by the consulate, which cannot shorten processing. The office reviewed here does not publish a processing time for NIE applications, so this guide cannot confirm one. The NIE is delivered to the applicant by email, so make sure the notification address you put on the form works.

Where do I get the EX-15 and how do I pay the fee?

Open the forms from the consular section’s NIE page: EX-15 for the application and Modelo 790, Código 012 for the fee. On payment, the office directs you to the consular services fee page of the embassy rather than publishing an amount here, so take the current figure from that page or from the office on the day you act. Bring the completed 790-012 with the fee paid to the submission and keep the receipt with your file.

Choose your next step

You can run the whole process yourself through the official channels above — it costs the official fee and one trip to the consular section in Abu Dhabi. Recheck the office’s page on the day you act, because document lists and fees change.

Prefer to prepare with E-Residence? Start an NIE enquiry and describe your purpose in one or two sentences. An enquiry does not replace the official procedure; it helps you arrive at it prepared.
