How to apply for a Portuguese NIF from India: which consulate to use

Short answer. India splits between two posts: the Consulate General in Goa covers Goa, Maharashtra and the union territories of Daman, Diu and Dadra & Nagar Haveli; the consular section of the Embassy in New Delhi covers the rest of India. The post recognises your signature on the form and forwards your file; the NIF itself is assigned by the Autoridade Tributária e Aduaneira (AT), Portugal’s tax authority — not by the consulate.

Which office covers your address?
India’s consular map splits the country in two, and the New Delhi post also covers five neighbouring countries. The districts below are reproduced from the posts’ published jurisdiction lists. Residence is the starting point — not nationality, and not the post with the most convenient appointment.

Neither post publishes a NIF-specific page. Where a post publishes no NIF page, its published booking channel is the starting point — New Delhi’s is online booking through the Consulado Virtual, Goa’s is in-person service with contact details below.
The consular NIF route: what applies across India
Both posts serve the same national procedure, with different booking mechanics. The shared points, as the tax authority and the posts describe them:
- A NIF can be requested directly from Portugal’s tax services or through the consular route. The AT’s e-balcão and the Serviço de Finanças are the direct channels; the consular route runs through your post — Goa or New Delhi — which witnesses your signature on the AT form and forwards the file.
- The post does not issue the NIF — the AT does. The number is assigned by the Autoridade Tributária e Aduaneira (AT), Portugal’s tax authority.
- Standard document set. Per the AT leaflet: a valid civil identification document (passport), a document showing your address abroad unless it is already shown on the ID, and the AT form for non-residents.
- Fiscal representative — the third-country rule applies to India. Requesting the NIF does not by itself require a representative. But once a tax legal relationship with Portugal exists — a property, a vehicle, a work contract or self-employed activity — a resident of a third country must, within 15 days, either appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). A self-employed activity subject to VAT always requires a VAT representative resident in Portugal.
- The NIF itself is free; the post’s fee is for its own act. The Portuguese government’s guide states the NIF request is free of charge. What a post charges is its emolument for the signature recognition. Goa publishes amounts in rupees (below, office by office); New Delhi publishes no table — ask the post.
- Booking channels differ. New Delhi requires prior online booking through the Consulado Virtual for acts requiring in-person attendance; Goa handles acts in person with cash payment in INR. The details are below.

Goa — consulate general
The Consulado Geral de Portugal em Goa covers the states of Goa and Maharashtra and the union territories of Daman, Diu and Dadra & Nagar Haveli; the rest of India and the neighbouring countries (Bangladesh, Nepal, Sri Lanka, the Maldives and Bhutan) fall to New Delhi. Acts are handled in person, with payment in cash in rupees (INR). New Delhi — consular section of the embassy
The Secção Consular da Embaixada de Portugal em Nova Deli covers all remaining Indian territory — everything outside Goa, Maharashtra and the union territories of Daman, Diu and Dadra & Nagar Haveli — plus Bangladesh, Nepal, Sri Lanka, the Maldives and Bhutan. Its published rule: any service involving in-person attendance at its premises requires prior online booking through the Consulado Virtual, the Portuguese consular network’s online channel; only requests for a Título de Viagem Única or a temporary passport are excepted, and those go by email to sconsular.novadeli@mne.pt. The post states plainly that honorary consuls in India and the rest of its jurisdiction do not perform consular acts. It publishes no NIF-specific page and no fee table — book through the Consulado Virtual and ask which documents it wants for the signature act. What this guide does not confirm
- Processing times. Neither post publishes a processing time for the consular NIF route, and neither publishes appointment waiting times — treat any figure you hear as unofficial and recheck on the day.
- Fees beyond the acts Goa publishes. Goa’s own fee table carries the signature recognition, power of attorney and authentication term in INR; New Delhi publishes no current public emolument table — ask the post before booking. The NIF itself is free.
- Whether the posts complete full NIF formalities. Some Portuguese posts complete more of the NIF formalities themselves; what Goa or New Delhi performs beyond the signature recognition is not published — ask your post.
- Honorary consulates. The sources confirm that honorary consuls in India and the New Delhi jurisdiction do not perform consular acts — direct the signature act to Goa or New Delhi, never to an honorary consular presence.

Does the consulate issue my NIF?
No. The NIF is assigned by the Autoridade Tributária e Aduaneira (AT), the Portuguese tax authority — consular posts do not issue it. In the consular route, the post witnesses your signature on the AT form and forwards the file; some posts complete more of the NIF formalities themselves. Neither Goa nor New Delhi publishes a NIF-specific page describing its share, so ask the post directly what it performs for the NIF file.

Do I need a fiscal representative in Portugal?
Requesting the NIF itself does not require one. But India is outside the EU, so once you establish a tax legal relationship with Portugal — owning property or a vehicle there, a work contract, or self-employed activity — the AT rule requires you, within 15 days, to either appoint a fiscal representative in Portugal or adhere to the electronic notification channels (Portal das Finanças notifications or ViaCTT). A self-employed activity subject to VAT always requires a VAT representative resident in Portugal.

Which form and documents do I bring?
The AT leaflet for non-residents describes the base document set: a valid civil identification document or passport, a document showing your address abroad (unless it is already shown on the identification document), and the tax authority’s form for non-residents. Where a fiscal representative is involved, the appointment runs through Anexo III or the e-notification opt-in. Confirm the exact set with your post (Goa or New Delhi) before your appointment, because posts can ask for their own additions.

What does it cost?
The NIF request itself is free — the Portuguese government’s guide states it. What a consular post charges is its own emolument for the act it performs. Goa publishes a fee table in rupees: signature recognition 2198 INR, power of attorney 5494 INR, authentication term 4396 INR, paid in cash, with the post directing readers to its page for the full table.
