How to apply for a Spanish NIE from Ecuador: which consulate to use

Short answer. To apply for a Spanish NIE from Ecuador, start with your registered address: two Spanish consulates general serve the country — Quito, at La Pinta E4-412 y Av. Amazonas, and Guayaquil, at Tungurahua 614 y Vélez. Quito takes appointments by email; Guayaquil receives NIE applications without an appointment on Wednesdays only. The number is assigned by Spain’s General Commissariat for Immigration and Borders and arrives by email.

Which office covers your address?
The consular districts in Ecuador split the country between an inland consulate general and a coastal one. Residence is the starting point — not nationality, and not the office with the most convenient appointment. The list below matches each office’s published district.

If your address does not map clearly to one of these lists — the boundary row above is described as coastal provinces plus “other provinces not covered by Quito”, and asks you to check the demarcation — confirm it with the office before contacting it rather than guessing. The consular NIE route: what applies across Ecuador
Every office here follows the same national procedure, with local differences in how you book and what you bring. The shared points, as published by the offices themselves:
- A NIE can be requested directly in Spain or at the consular office for your country of residence. From Ecuador, that is the office covering your address.
- You apply in person or through a duly accredited representative — and the physical presence of the applicant or the representative is always mandatory. Do not read the representative route as one that removes attendance altogether.
- You must state the economic, professional or social reasons that justify the application, and offices may ask for documents proving them.
- The standard document set is an EX-15 form (original and one copy, filled in and signed; the offices prefer it completed online and then printed), a valid passport with a copy of the data page (EU citizens may use a national identity document), the representative’s documents where one is used, and a completed Modelo 790, Código 012 with the fee paid. Quito adds the cédula and the voting card to its list.
- The consular NIE is identification, not residence. The offices state that a NIE processed through a Spanish consular office lets you carry out procedures before Spanish public administrations, but is not valid to reside in Spain and does not accredit residence there, and that anyone planning to settle in Spain must check the visa requirement first. EU citizens must register with the Central Registry of Foreigners once in Spain.
- The consulate does not issue the number. It is assigned by the General Commissariat for Immigration and Borders, part of Spain’s Directorate-General for the Police. The offices state that they cannot speed up processing, and that the NIE is sent to the applicant by email — so put a working notification address on the form.
- The two offices book in different ways. Quito takes appointment requests by email with the subject “NIE”; Guayaquil has a published walk-in day. Read each office’s subsection below rather than assuming one route works at both.

Office by office: how each one runs NIE applications
Quito — consulate general
Quito runs NIE appointments by email, with a fixed subject line and a data set in the body. For third-country nationals — the office’s own example is Ecuadorian citizens — write to cog.quito.citasvis@maec.es with “NIE” in the subject, and include your full name, biometric passport number, email address, telephone number and date of birth; the office also asks you to attach a photo of yourself holding your passport to that message, and says a separate request must be sent for each applicant. It adds a warning worth taking literally: arrive punctually, because a delay of more than 15 minutes on the assigned appointment time without justification means losing the appointment — you then receive an email with instructions to choose the day and time. Its document list is the standard national one — EX-15 (original and one copy, preferably filled in online and printed, stating the economic, professional or social reasons), the passport and its data-page copy, the representative’s documents plus a power of attorney expressly authorising the filing where a representative is used, and the family or guardianship documents for minors — plus the cédula and the voting card. On the fee, the office publishes 10.45 USD. On timing, it states that the NIE is assigned by the General Commissariat for Immigration and Borders and that the average issue time is about two weeks, although this can be extended for reasons of force majeure, with delivery by email to the address given on the application. Guayaquil — consulate general
Guayaquil is the office that receives NIE applications without an appointment: the published service window is Wednesdays, from 9:00 to 14:00 exclusively, and the office describes no other booking route. Its document list is the standard national set — EX-15 (original and one copy, preferably filled in online and printed, stating the economic, professional or social reasons), the original passport with a copy of the biographical data page, with the identity document accepted for EU citizens, the representative’s documents plus a power of attorney expressly authorising the filing where a representative is used, and the family or guardianship documents for minors. It does not print a fee figure on its NIE page: it points to its price list, so take the amount from there. On timing, it states that the NIE is assigned by the General Commissariat for Immigration and Borders and that the average issue time is about two weeks, although this can be extended for reasons of force majeure, with delivery by email to the address given on the application. What this guide does not confirm
- Appointment waiting times. Both offices publish an average issue time of about two weeks for the NIE itself, and warn that this can be extended for reasons of force majeure, but neither publishes a waiting time for getting an appointment, and Guayaquil’s Wednesday window can involve a queue on the day.
- The fee at Guayaquil. Its NIE page does not print a figure and points to a price list; Quito publishes 10.45 USD. Take the amount from your own office on the day you pay.
- A contact email for Guayaquil. The office’s published route is the Wednesday walk-in service, and no email address for NIE requests is published for it. Do not assume the Quito inbox handles Guayaquil cases — the districts are separate.
- Other appointment channels at Quito. The route reviewed here is the email request with the subject “NIE” for third-country nationals. This guide does not confirm any other channel for that office.
- Exceptions to the walk-in day. No page reviewed describes NIE service at Guayaquil on any day other than Wednesday, or a way to be seen outside 9:00–14:00. Plan around the published window.
