To apply for a Spanish NIE from Venezuela, start with your registered address: one Spanish consular office publishes an NIE route for the whole country — the Consulate General in Caracas, at Edificio Bancaracas, piso 7, Plaza La Castellana. You request the prior appointment by email, and the number is assigned by Spain’s General Commissariat for Immigration and Borders and delivered by email.

Venezuela is not split into several NIE districts in the pages reviewed here: the Consulate General in Caracas states jurisdiction over the whole country and works with a wide network of honorary consulates. The consular NIE route: what applies across Venezuela
The Caracas office follows the national procedure described on its own NIE page. The shared points, as published there:
- A NIE can be requested directly in Spain or at the consular office for your country of residence. From Venezuela, that is the consular office for your place of residence, with the NIE route published by the Consulate General in Caracas.
- You apply in person or through a duly accredited representative — and the physical presence of the applicant or the representative is always mandatory. Do not read the representative route as one that removes attendance altogether.
- You must state the economic, professional or social reasons that justify the application, and offices may ask for documents proving them.
- The standard document set is an EX-15 form (original and one copy, filled in and signed; the office prefers it completed online and then printed), a valid passport with a copy of the data page (EU citizens may use a national identity document), the representative’s documents where one is used, and a completed Modelo 790, Código 012 with the fee paid. Caracas adds one local document: the cédula de identidad venezolana.
- The consular NIE is identification, not residence. The office states that a NIE processed through a consular office lets you carry out procedures before Spanish public administrations, but is not valid to reside in Spain and does not accredit residence there, and that anyone planning to settle in Spain must check the visa requirement first. EU citizens must register with the Central Registry of Foreigners once in Spain.
- The consulate does not issue the number. It is assigned by the General Commissariat for Immigration and Borders, part of Spain’s Directorate-General for the Police. The office states that it cannot speed up processing, and that the NIE is sent to the applicant by email — so put a working notification address on the form.
- The appointment comes first, and it is requested by email. The office states that you need a prior appointment, which you obtain through cog.caracas.cert@maec.es.

Office by office: how each one runs NIE applications
Caracas — consulate general
Caracas runs NIE applications by prior appointment, requested by email: the office states that you need an appointment, which you obtain by writing to cog.caracas.cert@maec.es. Its published document list is the national one — EX-15 (original and one copy, preferably filled in online and printed, stating the economic, professional or social reasons), the original passport plus a copy of the biographical data page, with the identity document accepted for EU citizens, the representative’s identity document or passport plus a power of attorney expressly authorising the filing where a representative is used, and the family book, birth certificate or guardianship document plus the parent’s or guardian’s document for minors or incapacitated applicants — plus the Venezuelan cédula de identidad, which other consulates in the region do not list. On payment it is explicit: for procedures started at this consulate general, fees are settled in bolívares, in cash or by debit card only, at the consulate’s own cashier, with the amount in its consular fees section. On timing, it states that the NIE is assigned by the General Commissariat for Immigration and Borders and that the average issue time is about two weeks, although this can be extended for reasons of force majeure, with delivery by email to the address given on the application. What this guide does not confirm
- Appointment waiting times. The office publishes an average issue time of about two weeks for the NIE itself, and warns that this can be extended for reasons of force majeure, but it publishes no waiting time for getting an appointment after your request email is answered.
- The fee amount. The NIE page does not print a figure: it says fees are settled in bolívares at the consulate’s cashier and points to the consular fees section. Take the current amount from that page on the day you pay.
- Other payment channels. The page reviewed names cash or debit card at the consulate’s cashier for procedures started there, and does not describe transfers or credit cards; do not assume another channel is available.
- NIE service at the honorary consulates. The briefed jurisdiction names a wide network of honorary consulates, but no NIE route is published for them. Contact the Consulate General in Caracas.
- Walk-in service. The page reviewed describes a prior appointment requested by email; it does not describe accepting NIE applications without one.
