How to apply for a Spanish NIE from Malaysia: which consulate to use

To apply for a Spanish NIE from Malaysia you have one Spanish consular office to deal with: the consular section of the Embassy of Spain in Kuala Lumpur, whose single district covers Malaysia and Brunei. The office receives your application, but the NIE itself is assigned by Spain’s General Commissariat for Immigration and Borders, and it arrives by email.

Which office covers your address?
The consular district for Malaysia follows the embassy’s own published division, and it is the simplest of the series: one office covers the whole country, together with Brunei. Residence is the starting point — not nationality, and not the office with the most convenient appointment. The table below matches the office’s published district.

There is no second office to compare districts with. The embassy also has an honorary consulate in Kota Kinabalu (Sabah); the consular section of the embassy in Kuala Lumpur remains the office for a NIE application. The embassy’s official consular-office directory for Malaysia is the source of this district, and it states that the embassy in Kuala Lumpur has a single consular district covering Malaysia and Brunei. If you are unsure whether your case falls to the embassy’s consular section or to another service of the embassy, ask before you prepare the file.
The consular NIE route: what applies across Malaysia
The office follows the same national procedure as every Spanish consular post, with local differences in how you book and what you bring. The shared points, as published by the offices themselves:
- A NIE can be requested directly in Spain or at the consular office for your country of residence. From Malaysia, that is the consular section of the embassy in Kuala Lumpur.
- You apply in person or through a duly accredited representative — and the physical presence of the applicant or the representative is always mandatory. Do not read the representative route as one that removes attendance altogether.
- You must state the economic, professional or social reasons that justify the application, and the office may ask for documents proving them.
- The standard document set is an EX-15 form (original and one copy), a valid passport with a copy of the data page (EU citizens may use a national identity document), proof of residence in the consular district, and a completed Modelo 790, Código 012 with the fee paid.
- The consular NIE is identification, not residence. The office states that a NIE processed through it is not valid to reside in Spain and does not accredit residence there, and that anyone planning to settle in Spain must check visa requirements first.
- The consulate does not issue the number. It is assigned by the General Commissariat for Immigration and Borders, part of Spain’s Directorate-General for the Police. The consular office cannot speed up processing, and the NIE is sent to the applicant by email — so put a working notification address on the form.
- Malaysia has no published booking system for this procedure. The NIE page publishes no booking channel; more information may be requested by email from the consular office, and the Consular Service customer service hours for Spanish citizens are Monday to Friday, 09:00–13:00.

Do I need proof of residence in Malaysia to apply through the consulate?
Yes. The document list the office publishes includes a document proving residence in its consular area, alongside the EX-15 form, your valid passport and the 790-012 payment. The page does not spell out which paper is accepted in every situation, so ask the consular section what will establish your residence before you act.
Can someone else submit the application — do I have to attend in person?
The applicant or a duly accredited representative must attend; the office states that the physical presence of the applicant or of their representative is mandatory in every case. If you act through a representative, you also need that person’s identity document or passport and a power of attorney that expressly authorises them to present the NIE application. The office cannot be replaced by post or by a plain signed letter.

Does the consular NIE let me live or work in Spain?
No. A NIE obtained through a consulate is an identification number: the office states that it identifies the bearer to the Spanish public administration but does not entitle the holder to reside in Spain or prove residence there. Anyone who wants to settle in Spain has to check the visa requirements first — that route starts in Spain, not at the consulate.
