Portugal’s professional consular coverage in Belgium runs through a single post: the Consular Section of the Embassy of Portugal in Brussels, covering the whole country — the three honorary consulates (Antwerp, Ghent, Liège) cannot perform consular acts. The section recognises your signature on the form and forwards your file; the NIF itself is assigned by the Autoridade Tributária e Aduaneira (AT), not by the consulate.

The Brussels section publishes no NIF-specific page. Where a post does not, its contact and booking channel is the starting point — ask the post which documents it wants for the signature act before you book.
The consular NIF route: what applies across Belgium
Every address in the country is served by the same post and the same national procedure. The shared points, as the tax authority and the government’s guide describe them:
- A NIF can be requested directly from Portugal’s tax services or through the consular route. The AT’s e-balcão and the Serviços de Finanças are the direct channels; the consular route runs through the post in Brussels, which witnesses your signature and forwards the file.
- The post does not issue the NIF — the AT does. The number is assigned by the Autoridade Tributária e Aduaneira (AT), Portugal’s tax authority.
- Standard document set. The AT leaflet for foreign citizens who are non-residents describes it as a valid civil identification document or passport, a document showing the address abroad (unless shown in the ID), and the AT form for non-residents.
- Fiscal representative — the EU optional regime applies. Belgium is in the EU, so as an EU resident you may appoint a representative but are not required to: the 15-day third-country rule does not apply to you. Requesting the NIF alone does not trigger any appointment obligation. The exception holds everywhere: a self-employed activity subject to VAT always requires a VAT representative resident in Portugal.
- The NIF request is free; the post’s fee is for its own act. The Portuguese government’s guide states the NIF request is free of charge. What the Brussels section charges is its emolument for the signature recognition — the post does not publish a current fee table, so ask before booking.
- Booking is centralised. The section books preferentially through the MNE’s Agendamento Online platform, backed by the CAC BEL line for phone contact — the details are below.

Brussels — consular section of the embassy
The Consular Section of the Embassy of Portugal in Brussels is the country’s only professional post, and its published jurisdiction covers the whole of Belgium; the consular network in the country also lists three honorary consulates (Antwerp, Ghent, Liège), which cannot perform consular acts such as the signature recognition a NIF file needs. Do I need a fiscal representative in Portugal?
