Short answer. Portuguese consular services for Russia run through a single official post: the consular section of the Portuguese Embassy in Moscow, which serves the entire country. The post recognises your signature on the form and forwards your file; the NIF itself is assigned by the Autoridade Tributária e Aduaneira (AT), Portugal’s tax authority — not by the consulate.

No Portuguese post in Russia publishes a NIF-specific page. Where a post publishes no NIF page, its contact and booking channel is the starting point — the services hub on the post’s site lists the acts it handles, and its contact page carries the current channels.

The consular NIF route: what applies across Russia

Every application from Russia follows the same national procedure, handled by one post. The shared points, as the tax authority and the post describe them:

  • A NIF can be requested directly from Portugal’s tax services or through the consular route. The AT’s e-balcão and the Serviço de Finanças are the direct channels; the consular route runs through the post in Moscow, which witnesses your signature on the AT form and forwards the file.
  • The post does not issue the NIF — the AT does. The number is assigned by the Autoridade Tributária e Aduaneira (AT), Portugal’s tax authority.
  • Standard document set. Per the AT leaflet: a valid civil identification document (passport), a document showing your address abroad unless it is already shown on the ID, and the AT form for non-residents.
  • Fiscal representative — the third-country rule applies to Russia. Requesting the NIF does not by itself require a representative. But once a tax legal relationship with Portugal exists — a property, a vehicle, a work contract or self-employed activity — a resident of a third country must, within 15 days, either appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). A self-employed activity subject to VAT always requires a VAT representative resident in Portugal.
  • The NIF itself is free; the post charges for its own act. The Portuguese government’s guide states the NIF request is free of charge. What the post charges is its emolument for the signature recognition; the Moscow section does not publish a current public fee table — ask the post.
  • One post, one booking channel set. The post’s services hub covers Cartão de Cidadão, procurações and signature legalisation, nationality, births, and the other registry acts; the published contact email is moscovo@mne.pt. The post lists no public telephone number in the directory — its contact page carries the current channels.

Moscow — consular section of the embassy

The Secção Consular da Embaixada de Portugal em Moscovo is the one official consular post in Russia, and its jurisdiction spans the entire country. Its site is organised as a services hub — Cartão de Cidadão, procurações and legalisation of signatures, nationality, births, marriages, criminal record, translations and national visas among the published hubs — and signature legalisation is the act your NIF signature recognition falls under. Does the consulate issue my NIF?

No. The NIF is assigned by the Autoridade Tributária e Aduaneira (AT), the Portuguese tax authority — consular posts do not issue it. Do I need a fiscal representative in Portugal?

Requesting the NIF itself does not require one. But Russia is outside the EU, so once you establish a tax legal relationship with Portugal — owning property or a vehicle there, a work contract, or self-employed activity — the AT rule requires you, within 15 days, to either appoint a fiscal representative in Portugal or adhere to the electronic notification channels (Portal das Finanças notifications or ViaCTT). A self-employed activity subject to VAT always requires a VAT representative resident in Portugal.

Which form and documents do I bring?

The AT leaflet for non-residents describes the base document set: a valid civil identification document or passport, a document showing your address abroad (unless it is already shown on the identification document), and the tax authority’s form for non-residents. Where a fiscal representative is involved, the appointment runs through Anexo III or the e-notification opt-in.
