Short answer. Portuguese consular services for Italy run through a single official post: the consular section of the Portuguese Embassy in Rome, which serves the whole national territory. The post recognises your signature on the form and forwards your file; the NIF itself is assigned by the Autoridade Tributária e Aduaneira (AT), Portugal’s tax authority — not by the consulate.

No Portuguese post in Italy publishes a NIF-specific page. Where a post publishes no NIF page, its contact and booking channel is the starting point — the Rome section’s published appointment rules tell you exactly which channel handles which act.

The consular NIF route: what applies across Italy

Every application from Italy follows the same national procedure, handled by one post. The shared points, as the tax authority and the post describe them:

  • A NIF can be requested directly from Portugal’s tax services or through the consular route. The AT’s e-balcão and the Serviço de Finanças are the direct channels; the consular route runs through the post in Rome, which witnesses your signature on the AT form and forwards the file.
  • The post does not issue the NIF — the AT does. The number is assigned by the Autoridade Tributária e Aduaneira (AT), Portugal’s tax authority.
  • Standard document set. Per the AT leaflet: a valid civil identification document (passport), a document showing your address abroad unless it is already shown on the ID, and the AT form for non-residents.
  • Fiscal representative — the EU-optional regime applies to Italy. Requesting the NIF does not by itself require a representative. Italy is an EU member state, so for residents of the EU (as well as Norway, Iceland, Liechtenstein and Andorra) appointing a fiscal representative once a tax legal relationship with Portugal exists is optional. A self-employed activity subject to VAT always requires a VAT representative resident in Portugal.
  • The NIF itself is free; the post charges for its own act. The Portuguese government’s guide states the NIF request is free of charge. What the post charges is its emolument for the signature recognition — ask the Rome post for its current fee, which the sources used for this guide do not publish.
  • One post, a two-track booking system. Cartão de Cidadão, Passport and collection of these documents are booked through the embassy’s portal; the remaining consular acts are booked by email, with the subject “Pedido de agendamento” and the type of act requested. In-person service runs Monday to Friday, 9:30–14:30, by prior appointment only: entry is authorised 10 minutes before the appointment time and accompanists are not permitted, except where the law provides for it.

Rome — consular section of the embassy

The Secção Consular da Embaixada de Portugal em Roma is the one official consular post in Italy, and its jurisdiction spans the entire national territory, with ten honorary consulates subordinated to it. Its published service rules are precise: Cartão de Cidadão, Passport and document collection are booked through the embassy’s portal; all remaining consular acts are booked by email, with “Pedido de agendamento” as the subject plus the type of act requested — the signature recognition your NIF file needs falls under this second track. In-person attendance runs Monday to Friday, 9:30–14:30, limited to users with a prior appointment; entry is authorised from 10 minutes before the appointment time; accompanists are not allowed except where the law provides for it. Does the consulate issue my NIF?

No. The NIF is assigned by the Autoridade Tributária e Aduaneira (AT), the Portuguese tax authority — consular posts do not issue it. In the consular route, the post witnesses your signature on the AT form and forwards the file to the tax authority; some posts complete more of the NIF formalities themselves. Do I need a fiscal representative in Portugal?

Requesting the NIF itself does not require one, and as a resident of Italy — an EU member state — the optional regime applies to you: even once a tax legal relationship with Portugal exists (a property, a vehicle, a work contract or self-employed activity), appointing a fiscal representative is optional for residents of the EU, Norway, Iceland, Liechtenstein and Andorra. A self-employed activity subject to VAT is the exception: it always requires a VAT representative resident in Portugal.

Which form and documents do I bring?

The AT leaflet for non-residents describes the base document set: a valid civil identification document or passport, a document showing your address abroad (unless it is already shown on the identification document), and the tax authority’s form for non-residents. Where a fiscal representative is involved, the appointment runs through Anexo III or the e-notification opt-in. Confirm the exact set with the Rome post when you book, because posts can ask for their own additions.
