For a Portuguese NIF from Brazil, start with your registered address: eleven consular posts serve the country — an embassy consular section in Brasília, consulates general in Rio de Janeiro, São Paulo, Salvador and Recife, consulates in Belém, Belo Horizonte, Curitiba, Fortaleza and Porto Alegre, and a consular office in Santos. The post recognises your signature on the form and forwards the file; the NIF is assigned by the Autoridade Tributária e Aduaneira (AT), not by the consulate.

The consular NIF route: what applies across Brazil

Every post here serves the same national procedure, with differences in how you book and what each one publishes. The shared points, as the posts and the tax authority describe them:

  • A NIF can be requested directly from Portugal’s tax services or through the consular route. The AT takes the request through the e-balcão online service or a scheduled attendance at a Serviço de Finanças / Loja do Cidadão; through the consular route, the post witnesses the signature on the AT form and forwards the file.
  • The post does not issue the NIF — the AT does. The number is assigned by the Autoridade Tributária e Aduaneira (AT), Portugal’s tax authority. The consular part of the route is the recognition of your signature on the applicable form; the number itself is assigned by the AT.
  • Portuguese citizens: the NIF usually comes with the Cartão de Cidadão. The posts that publish NIF explainers — Belo Horizonte, Rio de Janeiro, São Paulo and Belém — state it plainly: Portuguese citizens usually get the NIF automatically with a new Cartão de Cidadão; without a new card, the published routes include IRN desks, Serviços de Finanças or e-balcão.
  • Fiscal representative: the 15-day rule applies once a tax relationship with Portugal exists. Requesting a NIF as a non-resident does not by itself require appointing a fiscal representative. But if you establish a tax legal relationship with Portugal — owning property or a vehicle there, a work contract, or self-employed activity — residents of third countries such as Brazil must, within 15 days, either appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). Self-employed activity subject to VAT always requires a VAT representative resident in Portugal. The FAQ below has the details.
  • The NIF request is free; the post’s fee is for its own act. The Portuguese government’s guide states the NIF request is free of charge. What a post charges is its emolument for the signature recognition, set by each post’s fee table — four Brazilian posts (Rio de Janeiro, São Paulo, Salvador and Belo Horizonte) publish theirs online; for the others, ask the post for its current table.
  • Booking channels differ — the details are below. All eleven posts in this guide are included in the official MNE online booking list, and each post’s own site carries its ‘Agendamentos’ or ‘Agendamento’ entry. Brasília — consular section of the embassy

Brasília hosts the Consular Section of the Embassy of Portugal, serving the Federal District and the states of Mato Grosso, Goiás, Tocantins and Rondônia. It publishes no NIF-specific page — start from its post page and ask which documents the section wants for the signature act. Its district spans São Paulo state — including the municipalities that form the Santos consular district — and Mato Grosso do Sul. Recife — consulate general

Recife’s district — Alagoas, Paraíba, Pernambuco and Rio Grande do Norte — comes from the official consular-jurisdiction map published by the São Paulo Consulate General. The post publishes no NIF page and no email or phone: its contact page carries its current channels, and its own site was under maintenance when these facts were captured.   • Which form your post witnesses. Rio de Janeiro, São Paulo, Belém and Belo Horizonte publish a NIF page, but none of the eleven carries a complete NIF document list — confirm your document set with the post.
  • Payment methods. These vary by post and are not standardised — Belo Horizonte publishes PIX QR code and debit card; check your own post’s table.
  • Walk-in service. Every post in this guide is included in the official online booking list, and none of the pages reviewed publishes a walk-in option; confirm with your post before travelling without an appointment.

Does the consulate issue my NIF?

No. The NIF is assigned by the Autoridade Tributária e Aduaneira (AT), the Portuguese tax authority — consular posts do not issue it. The consular role is the signature recognition on the applicable form, and four Brazilian posts publish a NIF page describing it: Rio de Janeiro, São Paulo, Belém and Belo Horizonte. São Paulo lists the NIF among its in-person consular acts and publishes a separate page for in-person signature recognition. Ask your post which form it witnesses before you book.

Do I need a fiscal representative in Portugal?

Requesting a NIF as a non-resident does not by itself require appointing a fiscal representative. Brazil is outside the EU/EEA, so the third-country rule applies: if you establish a tax legal relationship with Portugal — owning property or a vehicle there, a work contract, or self-employed activity — you must, within 15 days, either appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). Self-employed activity subject to VAT always requires a VAT representative resident in Portugal. A representative must be registered as resident in Portugal, and a foreign citizen may be appointed if they hold a valid residence permit at the date of acceptance.

Which form and documents do I bring?

Four of the eleven posts publish a NIF page — Rio de Janeiro, São Paulo, Belém and Belo Horizonte — and none of them carries a complete document list for the act. The AT leaflet for non-residents describes the document base as a valid civil identification document or passport, plus the tax authority’s forms. The posts that publish nothing NIF-specific say nothing about which form they witness, so ask your post which form and supporting documents it wants for your file before you book.

What does it cost?

The NIF request itself is free — the Portuguese government’s guide states it. What a consular post charges is its emolument for the act it performs (the signature recognition). How do I learn the result, and how long does it take?

No Brazilian post publishes a processing time for the consular route, and appointment availability is not published either — treat any estimate as unofficial. The number is assigned as a non-resident (per the AT leaflet), and where you have appointed a fiscal representative, the AT’s correspondence goes to the representative.
