Short answer. To apply for a Portuguese NIF from the United States, start with your registered address: six Portuguese consular posts serve the country — the consular section of the embassy in Washington DC, consulates general in Boston, New York and San Francisco, a consulate in New Bedford and a vice-consulate in Providence. The post recognises your signature on the form and forwards your file; the NIF itself is assigned by the Autoridade Tributária e Aduaneira (AT), not by the consulate.

The consular NIF route: what applies across the United States

Every post here serves the same national procedure, with differences in how you book and what each one publishes. The shared points, as the posts and the tax authority describe them:

  • A NIF can be requested directly from Portugal’s tax services or through the consular route. The direct routes are the e-balcão online channel or a scheduled attendance at a Serviço de Finanças / Loja do Cidadão. On the consular route, the post witnesses the signature on the applicable AT form and forwards the file to Portugal.
  • The post does not issue the NIF — the AT does. The number is assigned by the Autoridade Tributária e Aduaneira (AT), Portugal’s tax authority. San Francisco’s page states it plainly: the consulate does not issue Portuguese tax numbers; the post’s role is the signature recognition and the forwarding of the file.
  • Portuguese citizens: the NIF comes with the Cartão de Cidadão. A new or renewed Cartão de Cidadão carries the NIF. Without a new card, the published routes run through IRN desks, the Serviços de Finanças or e-balcão.
  • Fiscal representative: a live question for United States residents. Requesting a NIF as a non-resident does not by itself require appointing a fiscal representative. But if you establish a tax legal relationship with Portugal — owning property or a vehicle there, a work contract, or self-employed activity — residents of third countries such as the United States must, within 15 days, either appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). A self-employed activity subject to VAT always requires a VAT representative resident in Portugal. The FAQ below has the details.
  • The NIF request is free; the post’s fee is for its own act, and it is charged in USD. The Portuguese government’s guide states the NIF request is free of charge. What a post charges is its emolument for the signature recognition — all consular fees in the United States must be paid in USD, and the accepted methods at most posts are cash, money order or card, with card surcharges sometimes applying. Check your post.
  • Booking channels differ — the details are below. Most posts route appointments through their own online booking entries or the MNE system; Providence takes contact by phone or email; Washington DC uses its own ‘Fazer agendamento’ entry.

Office by office: how each one handles NIF applications

Washington DC — consular section of the embassy

The Consular Section of the Embassy in Washington DC covers the capital and 26 states, and the Bahamas also fall within its jurisdiction. It publishes no NIF-specific page — start from its own page and ask which documents the section wants for the signature act. Booking runs through the section’s ‘Fazer agendamento’ entry, published on its page. It publishes two email addresses, info.washington@mne.pt and sconsular.washington@mne.pt, and no phone number. Its service-costs page carries its published charges, and it states how fees are paid: cash, card or money order in person, and by mail only a money order payable to ‘Embassy of the Portuguese Republic’. Boston — consulate general

Boston publishes one of the two step-by-step NIF pages in the country: it names the form ‘NIF — Modelo de Carta para residentes fora da UE’, to be submitted with a copy of your identification document, a proof of fiscal domicile and the naming of a fiscal representative (Anexo III or a mandate with express acceptance). New York — consulate general

New York’s district reaches beyond the mainland: New York, Connecticut and Michigan, plus Puerto Rico, the US Virgin Islands and the Cayman Islands. It publishes no NIF page — start from its contact page. Booking runs through the MNE online booking system, whose list of posts includes New York; email consulado.newyork@mne.pt. San Francisco — consulate general

San Francisco publishes a NIF page, and it is the most explicit of the six on who does what: the consulate does not issue Portuguese tax numbers — the number is assigned by the AT, and the post’s role is the signature recognition and the forwarding of the file. Appointments run through the post’s ‘Agendamento online’ entry; it publishes three email addresses, sfrancisco@mne.pt, sos.sfrancisco@mne.pt and tribunais.sfrancisco@mne.pt. New Bedford — consulate

New Bedford publishes the second step-by-step NIF page in the country, with the same document logic as Boston: the form ‘NIF — Modelo de Carta para residentes fora da UE’, a copy of your identification document, a proof of fiscal domicile, and the naming of a fiscal representative (Anexo III or a mandate with express acceptance). Providence — vice-consulate

Providence is a vice-consulate whose district is the state of Rhode Island alone. It publishes no NIF page and no emoluments table — it asks you to make contact by phone or email: +1 401 301 5019 and providence@mne.pt. What this guide does not confirm

  • Processing times. None of the six posts publishes a processing time for this route, and none publishes appointment waiting times — treat any figure you hear as unofficial and recheck on the day.
  • Fees. Several posts publish their emoluments table online, but the amount for the signature recognition differs by post and can change; Providence publishes no table at all. Check the post’s own table, or ask, before booking. The NIF itself is free.
  • Which form your post witnesses. Only Boston and New Bedford publish a NIF-specific document list; Washington DC, New York and Providence publish none — confirm your document set with the post.
  • Walk-in service and mailing. No post reviewed describes accepting NIF applications without an appointment; Washington DC publishes payment rules for its counter and for postal payment, but does not state that NIF files can be submitted by post.

Does the consulate issue my NIF?

No. The NIF is assigned by the Autoridade Tributária e Aduaneira (AT), the Portuguese tax authority — consular posts do not issue it, and San Francisco states this plainly on its NIF page: the consulate does not issue Portuguese tax numbers. The consular role in the route is the signature recognition on the applicable form and the forwarding of your file, as Boston’s and New Bedford’s step-by-step NIF pages describe.

Do I need a fiscal representative in Portugal?

Requesting a NIF as a non-resident does not by itself require appointing one. But once you establish a tax legal relationship with Portugal — owning property or a vehicle there, a work contract, or self-employed activity — residents of third countries such as the United States must, within 15 days, either appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). A self-employed activity subject to VAT always requires a VAT representative resident in Portugal. The United States is not an EU/EEA country, so the optional regime that applies to residents of those countries does not apply to you.

What does it cost?

The NIF request itself is free — the Portuguese government’s guide states it. What a consular post charges is its emolument for the act it performs (the signature recognition), and in the United States all consular fees must be paid in USD. The accepted methods at most posts are cash, money order or card, and card surcharges may apply — check your post. Several posts publish their emoluments table online; the others do not, so ask the post for the amount before the appointment.

How do I learn the result, and how long does it take?

No post in the United States publishes a processing time for the consular route, and appointment availability is not published either — treat any estimate as unofficial. The number is assigned as a non-resident (per the AT leaflet), and where you have appointed a fiscal representative, the AT’s correspondence goes to the representative.
