To apply for a Portuguese NIF from Venezuela, start with your address: the Consulate General in Caracas serves the Caracas metropolitan area and the rest of the country; the Consulate General in Valencia serves the state of Carabobo and its neighbours. The post recognises your signature on the AT form and forwards your file; the NIF itself is assigned by the Autoridade Tributária e Aduaneira (AT), not by the consulate.

Which office covers your address?
Venezuela has two Portuguese consulates general, and the split between them is simple. The districts below are reproduced from each post’s published list. Residence is the starting point — not nationality, and not the post with the most convenient opening hours.

Neither post publishes a NIF-specific page. Where a post does not, its contact and booking channel is the starting point — ask the post which documents it wants for the signature act before you book.
The consular NIF route: what applies across Venezuela
Every post here serves the same national procedure, with differences in booking and payment. The shared points, as the posts and the tax authority describe them:
- A NIF can be requested directly from Portugal’s tax services or through the consular route. The AT’s e-balcão and the Serviços de Finanças are the direct channels; the consular route runs through the post, which witnesses your signature and forwards the file.
- The post does not issue the NIF — the AT does. The number is assigned by the Autoridade Tributária e Aduaneira (AT), Portugal’s tax authority.
- Fiscal representative — the third-country rule applies. Venezuela is outside the EU/EEA, so once a tax relationship with Portugal exists (property, vehicle, work contract or self-employed activity), you must within 15 days either appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). Requesting a NIF as such does not by itself require a representative; self-employed activity subject to VAT always requires a VAT representative resident in Portugal.
- The NIF request is free; the post’s fee is for its own act. The Portuguese government’s guide states the NIF request is free of charge. What a Venezuelan post charges is its emolument for the signature recognition — and both posts publish the payment rule themselves: Portuguese nationals resident in Venezuela (Caracas adds their children; Valencia adds grandchildren) are exempt from consular emoluments, while foreign citizens and Portuguese citizens not resident in the country pay in bolívares at the official rate.
- Payments are made by debit card, not cash. Caracas takes bolívares at the official rate through national or international debit card exclusively; Valencia states that under no circumstances is payment in cash accepted at the consulate.
- Booking channels differ — the details are below. Caracas takes appointment requests by email; Valencia currently works without appointments, with counter service from 8:00 to 14:00, Monday to Friday.

Caracas — consulate general
Caracas is the country’s principal consulate general and serves the Caracas metropolitan area and the rest of Venezuela. Appointments are requested by email. Valencia — consulate general
Valencia serves the state of Carabobo and its neighbouring states. It currently works without appointments: counter service runs from 8:00 to 14:00, Monday to Friday. Its contact channels: valencia@mne.pt, phones (+58) 414 584 35 41 and (+58) 414 584 35 40, plus the mobile line (+58) 424 414 33 41; the authorisation for collecting documents also runs through valencia@mne.pt. Its published payment rule, in force since 1 January 2024: acts requested by foreign citizens or by Portuguese citizens not resident in Venezuela are paid in bolívares at the official rate, per the consulate’s fee table; Portuguese nationals resident in Venezuela and their children and grandchildren stay exempt; cash is in no case accepted at the consulate. What this guide does not confirm
- Processing times. Neither post publishes a processing time for this route, and neither publishes appointment waiting times — treat any figure you hear as unofficial and recheck on the day.
- The exact emolument amounts. Both posts publish who pays what and in which currency and means — the amounts themselves live in each post’s fee table; ask the post for its current one before you go. The NIF itself is free.
- The extent of each post’s NIF role. Some consular posts complete full NIF formalities and others only witness the signature on the AT form; neither Venezuelan post publishes which of the two it does — ask in your booking email or at the counter.
- Valencia’s no-appointment status. The walk-in window (8:00–14:00, Monday to Friday) is the post’s current published practice, not a permanent rule — confirm before travelling.

Does the consulate issue my NIF?
No. The NIF is assigned by the Autoridade Tributária e Aduaneira (AT), the Portuguese tax authority — consular posts do not issue it. The posts’ consular role is to witness the signature on the AT form, forward the file and deal with the AT afterwards. You can also request the NIF directly from the AT, without going through a post.

Do I need a fiscal representative in Portugal?
Venezuela is outside the EU, so the European optional regime does not apply to you. Requesting a NIF as a non-resident does not by itself require a representative. Per the AT leaflet, once a tax legal relationship with Portugal exists — a property, a vehicle, an employment contract or self-employed activity — a resident of a third country must, within 15 days, either appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). A self-employed activity subject to VAT always requires a VAT representative resident in Portugal.

Which form and documents do I bring?
The AT leaflet for non-residents describes the document base as a valid civil identification document or passport, plus the tax authority’s form for non-residents, and a document showing your address abroad unless the address is shown in the ID. Where a representative is named, the nomination runs on the form the AT publishes (Anexo III), or you opt into electronic notifications instead. Confirm the exact document set with your post on the day you act.

What does it cost?
The NIF request itself is free — the Portuguese government’s guide states it. What a post charges is its emolument for the signature recognition. Caracas publishes its own rule: Portuguese nationals resident in Venezuela and their children are exempt from consular emoluments, while acts requested by foreign citizens or by Portuguese citizens not resident in Venezuela are paid in bolívares at the official rate, exclusively by national or international debit card. Valencia applies the same split since 1 January 2024 and accepts no cash at all. Ask your post for its current fee table for the amount.
