How to apply for a Portuguese NIF from Switzerland: which consulate to use

Short answer. To apply for a Portuguese NIF from Switzerland, start with your canton: the Consulate General in Geneva covers Geneva, Vaud and Valais; the Consulate General in Zurich covers 17 German-speaking cantons plus Ticino and Liechtenstein; Bern’s consular section covers the rest. Lugano and Sion work as dependencies of Zurich and Geneva. The post recognises your signature on the form and forwards your file; the NIF itself is assigned by the Autoridade Tributária e Aduaneira (AT), not by the consulate.

Which office covers your address?

Switzerland’s consular map is organised by canton, and two posts run dependencies in the country’s other language regions. The districts below are reproduced from each post’s published list. Residence is the starting point — not nationality, and not the post with the most convenient appointment.

Only Zurich publishes a NIF-specific page among the Swiss posts. Where a post does not, its booking and contact channel is the starting point — ask the post which documents it wants for the signature act before you book.

The consular NIF route: what applies across Switzerland

Every post here serves the same national procedure, with differences in booking. The shared points, as the posts and the tax authority describe them:

  • A NIF can be requested directly from Portugal’s tax services or through the consular route. The AT’s e-balcão and the Serviços de Finanças are the direct channels; the consular route runs through the post, which witnesses your signature and forwards the file.
  • The post does not issue the NIF — the AT does. The number is assigned by the Autoridade Tributária e Aduaneira (AT), Portugal’s tax authority.
  • Portuguese citizens in Switzerland: the NIF now comes with the Cartão de Cidadão. Zurich’s NIF page states that since 24 January 2023 the AT assigns the NIF automatically when a Cartão de Cidadão is issued or renewed with a Swiss address, including for minors. After the registration the AT sends a letter to the new registered address.
  • Fiscal representative or electronic notifications — the third-country rule applies. Switzerland is outside the EU/EEA, so once a tax relationship with Portugal exists (property, vehicle, work or self-employment), you must within 15 days either appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). Zurich’s page publishes the dispensa: no property and no professional activity in Portugal — no representative required.   • The NIF request is free; the post’s fee is for its own act. The Portuguese government’s guide states the NIF request is free of charge. What a Swiss post charges is its emolument for the signature recognition — ask your post. Zurich’s payments page: CHF only, debit card, TWINT or cash; no credit cards.
  • Booking channels differ — the details are below. Geneva and its Sion office use the MNE online booking platform for their appointment-based acts; Zurich’s authentication appointments are booked by email; Bern takes requests by email and phone.

Office by office: how each one handles NIF applications

Geneva — consulate general

Geneva covers the cantons of Geneva, Vaud and Valais (or a permis de frontalier issued by one of the three). Its service page lists the acts available through the MNE online booking platform: civil identification, travel documents, notarial acts (including procurações and signature recognition) and civil registry acts; urgent acts are booked by email to consulado.genebra@mne.pt or by phone 031 560 38 50. Geneva publishes no NIF-specific page — its booking platform and service page are the starting point. Its jurisdiction page also lists the consular presences it runs in neighbouring towns. Zurich — consulate general

Zurich publishes the only NIF-specific page among the Swiss posts, and it is explicit: since 24 January 2023 the AT assigns the NIF automatically at the issue or renewal of a Cartão de Cidadão with a Swiss address; the AT sends a letter to the taxpayer’s new address afterwards. For the representative route, the page publishes a minuta: complete it, send it to zurique@mne.pt, and book an authentication appointment at the consulate. Bern — consular section of the embassy

The embassy’s consular section in Bern serves the cantons not covered by Geneva and Zurich; the embassy’s presences page lists its travelling consular days (Bulle, La Chaux-de-Fonds, Delémont, Neuchâtel) with booking by email to berna@mne.pt and clarifications through the CAC line 031 560 38 50. Lugano — consular office (dependency of Zurich)

Lugano serves Ticino and its surroundings from inside Zurich’s consular district; its own contact block sits on the Zurich site. Sion — consular office (dependency of Geneva)

Sion serves the canton of Valais under Geneva’s consulate general. Its page lists the acts available through the national online booking platform (Cartão de Cidadão, Passaporte, procuração and notarial acts) and directs residents of Valais to book through agendamentosonline.mne.gov.pt. The map links are navigation aids — they do not confirm which service a building hosts, and they are no substitute for the post’s own page. Check the address there before travelling.

What this guide does not confirm

  • Processing times. None of the posts publishes a processing time for this route, and none publishes appointment waiting times — treat any figure you hear as unofficial and recheck on the day.
  • Fees for the signature act. The Swiss posts do not publish a current public emolument table; ask your post before booking. The NIF itself is free.
  • Public opening of walk-in service. Geneva’s notarial acts run on a mixed system (booking or arrival order with limited slots per day); the posts describe no general walk-in for NIF requests — use each post’s published booking channel.
  • Exact Bern district list. The split between Geneva, Zurich and Bern is published by canton; Bern’s own page does not list its cantons as one table — confirm your canton with the post before contacting it.

Which Portuguese consulate in Switzerland covers my address?

It depends on your canton of residence. The Consulate General in Geneva covers the cantons of Geneva (GE), Vaud (VD) and Valais (VS). The Consulate General in Zurich covers 17 German-speaking cantons — Zurich, Lucerne, Uri, Schwyz, Obwalden, Nidwalden, Glarus, Zug, Basel-City, Basel-Landschaft, Schaffhausen, both Appenzells, St. Gallen, Grisons, Aargau and Thurgau — plus Ticino and the Principality of Liechtenstein. Bern’s consular section covers the remaining cantons, such as Fribourg, Neuchâtel, Jura and Solothurn. Does the consulate issue my NIF?

No. The NIF is assigned by the Autoridade Tributária e Aduaneira (AT), the Portuguese tax authority — consular posts do not issue it. The Zurich consulate-general’s NIF page describes the consular role precisely: authenticate the power of attorney or NIF form, forward it, and deal with the AT. For Portuguese citizens living in Switzerland the AT now assigns the NIF automatically when the Cartão de Cidadão is issued or renewed with a Swiss address.

Do I need a fiscal representative in Portugal?

Switzerland is not in the EU, so the European optional regime does not apply to you. Per the AT leaflet, once a tax legal relationship with Portugal exists — a property, a vehicle, an employment contract or self-employed activity — a resident of a third country must, within 15 days, either appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). Zurich’s page adds the dispensa: if you own no property in Portugal and have no professional activity there, you are not required to name one. A self-employed activity subject to VAT always requires a VAT representative resident in Portugal.

Which form and documents do I bring?

The AT leaflet for non-residents describes the document base as a valid civil identification document or passport, plus the tax authority’s form. For the representative route, Zurich publishes its own minuta: fill in the template, send it to zurique@mne.pt, and book an appointment to authenticate the signature at the consulate. The AT correspondence then goes to your representative. Confirm the exact document set with your post on the day you act.

What does it cost?

The NIF request itself is free — the Portuguese government’s guide states it. What a consular post charges is its emolument for the act it performs (the signature recognition), and the Swiss posts do not publish a current public fee table: ask your post for its fee before the appointment. Zurich’s payment page states that payments are accepted exclusively in Swiss francs — debit card (Maestro, Postfinance, V Pay), TWINT or cash; credit cards are not accepted.

How do I learn the result, and how long does it take?

No Swiss post publishes a processing time for the consular route, and appointment availability is not published either — treat any estimate as unofficial. Zurich’s page describes the mechanics: after registration, the AT sends a letter to the taxpayer’s new address; where you have appointed a fiscal representative, the AT’s correspondence goes to the representative.
