How to apply for a Spanish NIE from Belgium: which consulate to use

Last updated: By

Short answer. To apply for a Spanish NIE from Belgium, start with your registered address: the Consulate General in Brussels is the Spanish consular office that runs NIE applications for the country. The office forwards your application, but the NIE itself is assigned by Spain’s General Commissariat for Immigration and Borders, and it arrives by email.

This is an independent guide by E-Residence, a private service. It is not an official website of any consulate and does not control appointments; every procedure in it links to its official source. Recheck the official page on the day you act.

For the wider picture of how consular NIE applications work, see our guide to NIE applications at Spanish consulates outside Spain. Here, the focus is Belgium and its single office.

Which office covers your address?

The consular route from Belgium is tied to residence: the office’s page states that the NIE may be requested at the Spanish consular office for the applicant’s place of residence. Brussels’ NIE page does not publish a district list for the country, so the practical starting point is your registered address in Belgium — not your nationality, and not an office in a neighbouring country.

If your address does not map clearly onto this list, confirm your case with the office before contacting it rather than guessing. The embassy’s official consular-office directory for Belgium is the list used for this table; it shows one Spanish Consulate General in the country.

The consular NIE route: what applies across Belgium

Brussels follows the same national procedure as other Spanish consulates, described on its own page. The shared points, as published by the office:

  • A NIE can be requested directly in Spain or at the Consular Office of the applicant’s place of residence. From Belgium, that is the Consulate General in Brussels. Brussels’ NIE page states it in these terms.
  • You apply in person or through a duly accredited representative — and the physical presence of the applicant or of the representative is mandatory in every case. Do not read the representative route as one that removes attendance altogether.
  • This is a procedure that requires a prior appointment, requested by email to cog.bruselas.nie@maec.es. That is the published booking channel: the office’s NIE page carries no online appointment calendar.
  • The published document set is the standard application form EX-15 (original and one copy), your identity document or passport, and Form 790, code 12, completed with the corresponding fee paid.
  • Representation and guardianship have their own paperwork. When a representative submits the application, the office asks for the original and a copy of the representative’s identity document or passport; where a parent or guardian is involved, it asks for that person’s valid passport or identity document.
  • Staying in Spain for more than 90 days? The page directs you elsewhere. The office states that if you expect a stay in Spain longer than 90 days you must apply for the NIE directly at the foreigners’ office (Oficina de Extranjeros) of the corresponding Delegación or Subdelegación del Gobierno. Do not treat the two routes as interchangeable.
  • The consulate does not issue the number. It is assigned by the General Commissariat for Immigration and Borders, part of Spain’s Directorate-General for the Police. The Consular Office cannot shorten the processing time, and the NIE is sent to the applicant by email — the application must state an email address for notification, so give one you can reach.

Prefer to prepare your application with E-Residence? Start an NIE enquiry — a private service that helps you organise the paperwork before you contact the office. An enquiry does not create, confirm or replace an official appointment.

Office by office: how each one runs NIE applications

Brussels — consulate general

Brussels is the Spanish consular office that handles NIE applications for Belgium, and its NIE page is published in Spanish. It restates the mandatory-presence rule and the shared document list, and it adds the identity documents to provide when a representative submits the application or when a parent or guardian is involved.

The booking route is specific: the NIE is a procedure that requires a prior appointment (cita previa), requested by email to cog.bruselas.nie@maec.es. There is no online booking platform for this service on the page, so write before you travel.

The page also lists the fee at 9,84 €, to be paid with Form 790, code 12, completed. On timing it is equally concrete: the NIE is normally issued within about two weeks, but the period may be extended for reasons of force majeure, and the document is sent to the applicant by email.

One scope note sits on the same page: if you expect a stay in Spain longer than 90 days, you must apply for the NIE directly at the foreigners’ office of the corresponding Delegación or Subdelegación del Gobierno in Spain. Brussels NIE page

What this guide does not confirm

  • A booking system. Brussels publishes no online appointment calendar for the NIE. The published route is a prior appointment requested by email, and no page reviewed here describes accepting NIE applications without an arranged appointment.
  • Waiting times for an appointment. The page describes about two weeks for issuing the NIE, but publishes no waiting time between your email and your appointment.
  • The consular district in detail. The page ties the application to the Spanish consular office for the applicant’s place of residence but publishes no district list for Belgium; if your situation is unusual — a recent move, a second address, a stay that is not yet registered — ask the office what will establish your residence.
  • The fee on the day you pay. The page lists 9,84 €. Take the amount from the official payment form (790-012) and from the office on the day you pay, and keep the receipt.
  • Other offices. The directory used for this guide lists one Spanish Consulate General in Belgium, in Brussels. This guide does not treat other Spanish representations as NIE channels.

Want a second pair of eyes on your document set before you email the office? Send your situation through a short NIE enquiry. We flag gaps before the office does — an enquiry does not replace or speed up the official procedure.

How do I book an appointment at the Brussels consulate?

By email. The office states that the NIE is a procedure that requires a prior appointment, requested by email to cog.bruselas.nie@maec.es. Its NIE page publishes no online calendar for this service, so that address is the published booking channel. Write before you travel and wait for the office to confirm the date.

Can I use the consular route if I plan to stay in Spain more than 90 days?

No — the page is explicit. If you expect a stay in Spain longer than 90 days, you must apply for the NIE directly at the foreigners’ office (Oficina de Extranjeros) of the corresponding Delegación or Subdelegación del Gobierno. Do not request a consular appointment first and treat the routes as interchangeable; check the in-Spain procedure for your case.

Should I attend in person, and can a representative apply for me?

The request may be made in person or through a duly accredited representative, and the physical presence of the applicant or of the representative is mandatory in every case — representation is not a route that removes attendance. When a representative submits the application, the office asks for the original and a copy of that person’s identity document or passport; where a parent or guardian is involved, it asks for their valid passport or identity document.

Brussels NIE page

Who assigns the NIE, and how long does it take?

The number is assigned by the General Commissariat for Immigration and Borders, under Spain’s Directorate-General for the Police — not by the consulate, which the office states cannot shorten the processing time. The Brussels page says the NIE is normally issued in about two weeks, but that the period may be extended for reasons of force majeure. Treat that as the office’s published expectation, not a guarantee, and note that the page publishes no waiting time for the appointment itself.

Where do I get the EX-15 and how do I pay the fee?

Open the forms from the office’s NIE page: the EX-15 for the application, in original and one copy, and Form 790, code 12, for the fee. The Brussels page lists a fee of 9,84 €, to be paid with the 790-012 completed. Take the amount from the office or the payment form on the day you pay, and keep the receipt.

Choose your next step

You can run the whole process yourself through the official channels above — it costs the official fee and, once the office has confirmed the appointment, one visit in Brussels. Recheck the office’s page on the day you act, because document lists and fees change.

Prefer to prepare with E-Residence? Start an NIE enquiry and describe your purpose in one or two sentences. An enquiry does not replace the official procedure; it helps you arrive at it prepared.
