How to apply for a Spanish NIE from Turkey: which consulate to use

Short answer. To apply for a Spanish NIE from Turkey, start with your registered address: two Spanish consular offices serve the country — the consular section of the Embassy in Ankara and the Consulate General in Istanbul. The office covering your address forwards your application, but the NIE itself is assigned by Spain’s General Commissariat for Immigration and Borders, and it arrives by email.

Which office covers your address?
The consular districts follow Spain’s official division of Turkey. Residence is the starting point — not nationality, and not the office with the most convenient appointment. The list below matches each office’s published district.

If your address does not map clearly to one of these lists, confirm it with the office before contacting it rather than guessing. The embassy’s official consular-office directory for Turkey is the source of these districts.
The consular NIE route: what applies across Turkey
Both offices here follow the same national procedure, with local differences in how you book and what you pay. The shared points, as published by the offices themselves:
- A NIE can be requested directly in Spain or at the consular office for your country of residence. From Turkey, that is the office covering your registered address — the consular section in Ankara or the Consulate General in Istanbul. The two districts are not interchangeable.
- You apply in person or through a duly accredited representative — and the physical presence of the applicant or the representative is always mandatory. Ankara is stricter than Istanbul: it accepts representation only by notarial power of attorney.
- You must state the economic, professional or social reasons that justify the application, and the office may ask for documents proving them.
- The standard document set is an EX-15 form (original and one copy), a valid passport with a copy of the data page (EU citizens may use a national identity document), proof of residence in the consular district, and a completed Modelo 790, Código 012 with the fee paid.
- The consular NIE is identification, not residence. The offices state that a NIE processed through them is not valid to reside in Spain and does not accredit residence there, and that anyone planning to settle in Spain must check visa requirements first.
- Ankara adds a three-month caveat. For stays in Spain of more than three months, the NIE must be processed directly at Spain’s foreigner offices, not at the embassy. Istanbul publishes no equivalent note.
- The consulate does not issue the number. It is assigned by the General Commissariat for Immigration and Borders, part of Spain’s Directorate-General for the Police. The consulate cannot speed up processing, and the NIE is sent to the applicant by email — so put a working notification address on the form.

Office by office: how each one runs NIE applications
Ankara — consular section of the Embassy
Ankara handles NIE applications through the embassy’s consular section and asks you to request the appointment by email: write to Emb.ankara.inf@maec.es. The page notes that one appointment is granted per NIE, so a single slot covers one application. On payment it lists 12 US dollars, in cash. Its page also carries the caveat that sets it apart from Istanbul: for stays in Spain of more than three months the NIE must be processed directly at Spain’s foreigner offices, and representation is accepted only through a notarial power of attorney. Istanbul — consulate general
Istanbul also books by email: write to cog.estambul@maec.es to request the appointment. The fee is listed as 12 USD, exact, in cash, paid at the Consulate General at the time of the application — bring the exact amount rather than expecting change. These are the offices’ published addresses. The map links are navigation aids built from those addresses — they do not confirm which service a building hosts, and they are no substitute for the office’s own page. Check the address there before travelling.
What this guide does not confirm
- Processing and waiting times. Neither office reviewed here publishes a processing time for a consular NIE application, and no appointment waiting time is listed either. The only timing figure in this guide is Ankara’s three-month caveat about stays in Spain; treat any other estimate as unconfirmed and ask your office.
- Which documents prove your Turkish residence. The pages reviewed here set out the standard document set but do not itemise which Turkish documents the offices accept as proof of residence in their district.
- Payment beyond cash. Both offices list the fee in cash in US dollars; neither page describes a card or transfer option for the NIE fee.
- Walk-in service. No page reviewed describes accepting NIE applications without an appointment. Presence is mandatory, but arrange the channel by email first.

Which Spanish consulate in Turkey covers my address?
It depends on your registered address. The consular section of the Embassy in Ankara covers 48 Turkish provinces, including Ankara, Adana, Gaziantep, Hatay, Kayseri, Konya, Samsun, Sivas, Van and Yozgat, and it is also accredited for consular matters in Georgia and Azerbaijan. The Consulate General in Istanbul covers 30 provinces, including Istanbul, Izmir, Bursa, Antalya, Edirne, Kocaeli and Trabzon. Confirm your district with the office before contacting it.

Yes — the application is tied to the consular district where you live: the office covering your registered address is the one that can take it, and the standard document set includes proof of residence in that district. The NIE pages reviewed here do not itemise which Turkish documents are accepted as residence proof, so ask the office what will establish your address in its district.

Can someone else submit the application — do I have to attend in person?
The applicant or a duly accredited representative must attend, and the physical presence of the applicant or the representative is always mandatory. Ankara is stricter than Istanbul: it states that representation is accepted only through a notarial power of attorney. If you plan to send someone on your behalf, confirm the formalities with your office first.

Does the consular NIE let me live or work in Spain?

Who assigns the NIE, and how long does it take?
The number is assigned by the General Commissariat for Immigration and Borders, under Spain’s Directorate-General for the Police — not by the consulate, which cannot shorten processing. Delivery is by email, so put a working notification address on the EX-15. Neither office reviewed here publishes a processing time or an appointment waiting time for NIE applications.

Open the forms from your office’s NIE page: EX-15 for the application and Modelo 790, Código 012 for the fee. Both offices list the fee in cash: Ankara 12 US dollars, and Istanbul 12 USD exact, paid at the Consulate General at the time of the application.
