How to apply for a Spanish NIE from Sweden: which consulate to use

Short answer. To apply for a Spanish NIE from Sweden, you deal with one office: the consular section of the Spanish Embassy in Stockholm, which covers the whole country. The honorary consulates in Gothenburg, Malmö/Helsingborg and Umeå act by delegation only. The embassy forwards your application, but the NIE is assigned by Spain’s General Commissariat for Immigration and Borders and arrives by email.

Which office covers your address?
Sweden has one Spanish consular office that runs the NIE procedure: the consular section of the embassy in Stockholm. Residence is the starting point — not nationality, and not the honorary consulate nearest to you. The table below reproduces the published jurisdiction.

The consular NIE route: what applies across Sweden
Every NIE application from Sweden runs through the same office and the same national procedure. The shared points, as published by the embassy:
- A NIE can be requested directly in Spain or at the consular office of your place of residence. From Sweden, that is the Embassy in Stockholm, and it takes the application by prior appointment (CITA PREVIA). Stockholm’s NIE page states it in these terms.
- You apply in person or through a duly accredited representative — and the physical presence of the applicant or the representative is always mandatory. Do not read the representative route as one that removes attendance altogether.
- You must state the economic, professional or social reasons that justify the application. The embassy warns that a valid reason is required, and that an application without one will not be admitted; it may ask for documents proving the reason.
- The standard document set is an EX-15 form (original and one copy, completed and signed), a valid passport with a copy of the data page — EU citizens may identify themselves with a national identity document, original and a copy of both sides — documentary proof of the interest claimed, and a completed Modelo 790, Código 012.
- Only two identity documents count. The embassy accepts the passport or the Swedish national identity card issued by the Swedish Police — not the card issued by Skatteverket, and not a driving licence.
- The consular office does not issue the number. It is assigned by the General Commissariat for Immigration and Borders, part of Spain’s Directorate-General for the Police, and the embassy states that it cannot speed up processing. The NIE is sent to the applicant by email, so put a working notification address on the form.
- A consular NIE is not a residence document. It lets you run procedures before Spanish public administrations, but it is not valid for residing in Spain and does not prove residence there. If you need a NIE because of your current or future residence in Spain, the embassy says its procedure does not apply: you register as a resident in Spain, where the NIE is assigned to you — and EU citizens must register with the Central Registry of Foreign Nationals within three months of arrival.

Office by office: how each one runs NIE applications
Stockholm — consular section of the embassy
The embassy’s NIE page concentrates the whole Swedish route in one place. Appointments are booked in advance through the embassy’s own booking system (“Bokningssystem”, a bookitit widget linked from the page). The embassy publishes appointment slots on Tuesdays and Thursdays between 9:30 and 12:00, and when you register in the booking system you enter your personal identity number in the format ÅÅMMDD-XXXX together with a Swedish mobile number in +46 form, without the leading zero. A Swedish translation of the EX-15 is linked on the same page.
The documents it publishes:
- the EX-15, original and one copy, completed and signed by the applicant or the representative — preferably filled in online and printed, and, per the embassy’s Swedish notice, filled in on a computer and not by hand, or the application is not accepted;
- a valid passport, original plus a copy of the biographical data page; EU nationals may identify themselves with their national identity document, original plus a copy of both sides;
- for representatives: original and copy of the representative’s identity document or passport, plus a power of attorney expressly authorising the submission of the NIE application — a Swedish power of attorney witnessed by two persons is accepted;
- documentary proof of the economic, professional or social interest behind the application — the page gives a purchase contract or arras (payment and deposit), a cross-border services contract, or a bank certificate requiring a NIE to open an account as examples;
- for a minor or an incapacitated applicant: a copy of the family book, the birth certificate or the document constituting the guardianship, plus a valid passport or identity document of the parent or guardian;
- Modelo 790, Código 012 completed, with the fee paid.
On the fee itself the page is not fully consistent, and it is worth knowing before you travel: the document list asks for form 790, código 012 completed and the fee paid, while the embassy’s Swedish notice says payment is made on the spot by card or cash and expressly not through form 790. No amount is published on the page, which links a separate 2026 consular fee information page instead — confirm both the route and the amount with the office.
Processing: the embassy gives an average of about two weeks to issue the NIE, warns that the period can be extended for reasons of force majeure, and repeats that it cannot accelerate it. What this guide does not confirm
- The current fee. The embassy’s page publishes no amount for the NIE; it links its 2026 consular fee information and asks for the 790-012 form. Take the figure from the office or the payment form on the day you pay.
- How the fee is actually paid. The embassy’s Spanish document list and its Swedish notice describe payment differently — form 790 against payment on the spot by card or cash. Treat this as unresolved until the office confirms it for your appointment.
- Appointment waiting times. The embassy publishes about two weeks as the average time to issue the NIE, but no waiting time for obtaining an appointment. Treat any other estimate as unconfirmed and ask the office.
- NIE service at the honorary consulates. The embassy describes the honorary consulates in Gothenburg, Malmö/Helsingborg and Umeå as acting by delegation only; no published page describes them receiving NIE applications.
- Walk-in service. The Swedish notice sets out booking days and hours, and no page reviewed describes accepting NIE applications without an appointment. Presence is mandatory, but book first.

Can I use the consular route if I need the NIE because of residence in Spain?
The embassy states that if you need a NIE for a reason connected with your current or future residence in Spain, its procedure does not apply: you must register as a resident in Spain, where the NIE is assigned to you. Its Swedish notice puts it plainly for EU citizens planning to move — they should not apply for a NIE at this embassy, and must register with the Central Registry of Foreign Nationals within three months of arriving.
