What the SNS user number is

The SNS user number is assigned to people who need care in public SNS units. It is not, by itself, proof that health care or its costs are covered.

Official route for receiving a number

Portuguese citizens receive the number with the Citizen Card. The official service states that foreign nationals can receive it when first attending a public health unit, such as a health center or hospital. The health-center registration service also states that a number may be obtained during registration when it is needed. These official pages do not establish one universal route for every circumstance.

Information the service may request

For foreign nationals, the official service identifies name, sex, date of birth, nationality, and country of birth as basic data. It may request further details, such as an address, telephone number, or email address. This information is not a universal document list: the information requested can depend on the case.

A number is not health-care cost coverage

The official sources draw a clear boundary: assignment of an SNS user number alone does not guarantee SNS coverage of health-care costs. The official information distinguishes the number from the registration and associated information relevant to coverage, subject to legal exceptions. A joint official service for NIF, NISS, and the SNS user number is available only under the conditions stated on its official page.
