Short answer. To apply for a Portuguese NIF from Angola, start with your registered address: two Portuguese consulates-general serve the country — Luanda and Benguela. The post recognises your signature on the form and forwards your file; the NIF itself is assigned by the Autoridade Tributária e Aduaneira (AT), not by the consulate. Neither post publishes a NIF-specific page of its own.

Which office covers your address?
Angola has two Portuguese consulates-general, and the country is divided between them: Luanda covers everything outside the provinces assigned to Benguela. Residence is the starting point — not nationality, and not the post with the most convenient appointment. The two posts spell one province name differently (Kwanza Sul in Luanda’s list, Cuanza Sul in Benguela’s), and the lists below are reproduced as each post publishes them.

The consular NIF route: what applies across Angola
Both posts serve the same national procedure, and neither publishes NIF-specific guidance — so the shared points below come from the tax authority and the Portuguese government’s guide, with each post’s own channels noted where the brief has them. As the AT and gov.pt describe them:
- A NIF can be requested directly from the AT or through the consular route. Directly, that means the e-balcão online service or a scheduled attendance at a Serviço de Finanças or a Loja do Cidadão in Portugal. Through the consular route, the post witnesses your signature on the AT form and forwards the file.
- The post does not issue the NIF — the AT does. The number is assigned by the Autoridade Tributária e Aduaneira (AT), Portugal’s tax authority. The consular part of the route is the recognition of your signature on the applicable form; the number itself is assigned by the AT.
- Portuguese citizens: the NIF normally comes with the Cartão de Cidadão. The NIF is assigned together with the issue or renewal of a Cartão de Cidadão. Without a new card, the published routes run through the IRN, the Serviços de Finanças or e-balcão. Neither Angolan post publishes a card route of its own.
- The standard document set is the one the AT publishes. A valid identification document (passport), a document showing your address abroad (unless the address appears in the ID itself), and the tax authority’s form for non-residents. Portuguese posts elsewhere also publish the ‘NIF — Modelo de Carta para residentes fora da UE’; as neither Angolan post carries a NIF page, confirm with your post which form it witnesses and which supporting documents it wants in the file.
- Fiscal representative: the third-country rule applies once a tax relationship exists. Requesting a NIF as a non-resident does not by itself require appointing a fiscal representative. But if you establish a tax legal relationship with Portugal — owning property or a vehicle there, a work contract, or self-employed activity — residents of third countries such as Angola must, within 15 days, either appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). For residents of the EU, Norway, Iceland or Liechtenstein (and Andorra) this step is optional. Self-employed activity subject to VAT always requires a VAT representative resident in Portugal. A representative must be registered as resident in Portugal, and a foreign citizen may be appointed if they hold a valid residence permit at the date of acceptance. The FAQ below has the details.
- The NIF request is free; the post’s fee is for its own act. The Portuguese government’s guide states the NIF request is free of charge. What a post charges is its emolument for the signature recognition, set by each post’s fee table — neither Angolan post publishes a current table online, so ask your post.
- Booking: both posts appear in the national online booking list. Neither Angolan post publishes a telephone number; the published channels are each post’s email addresses and its contact page.

Luanda — consulate general
Luanda is the post for the whole territory of Angola except the provinces in Benguela’s district. It publishes no NIF page — start from its contact page. The post appears in the MNE online booking list, and its published email addresses include consulado.luanda@mne.pt, alongside dedicated addresses for the notary service (notariado.cgluanda@mne.pt) and the civil registry (registocivil.cgluanda@mne.pt). Does the consulate issue my NIF?
No. The NIF is assigned by the Autoridade Tributária e Aduaneira (AT), the Portuguese tax authority — consular posts do not issue it.
