South Africa has three Portuguese posts, split by province. The districts below are reproduced from each post’s published list. Residence is the starting point — not nationality, and not the post with the most convenient appointment.

Pretoria is the only post of the three with a published consular-services page covering the services offered to residents. Cape Town keeps no site of its own — its contact runs through the email address, and the contacts live on the Pretoria contacts page. Where a post publishes no NIF-specific page, its contact and booking channel is the starting point.
The consular NIF route: what applies across South Africa
Every post here serves the same national procedure, with differences in booking and fees. The shared points, as the posts and the tax authority describe them:
- A NIF can be requested directly from Portugal’s tax services or through the consular route. The AT’s e-balcão and the Serviços de Finanças are the direct channels; the consular route runs through the post, which witnesses your signature and forwards the file.
- The post does not issue the NIF — the AT does. The number is assigned by the Autoridade Tributária e Aduaneira (AT), Portugal’s tax authority. Pretoria’s published procedure ends the same way: the file is forwarded to the AT and the AT contacts the representative.
- Fiscal representative — the third-country rule applies. South Africa is outside the EU/EEA, so once a tax relationship with Portugal exists (property, vehicle, work contract or self-employed activity), you must within 15 days either appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). Pretoria’s published procedure asks you to name a representative with a domiciled address in Portugal, whose signature is validated at a Portuguese notary or at the section itself. Requesting a NIF as such does not by itself require a representative; a self-employed activity subject to VAT always requires a VAT representative resident in Portugal.
- The NIF request is free; the post’s fee is for its own act. The Portuguese government’s guide states the NIF request is free of charge. Pretoria publishes its own cost for the signature act: €40 per recognition, with prices set in euros and subject to the official exchange rate defined by Banco de Portugal. Johannesburg and Cape Town do not publish a current fee table on the pages this guide draws on — ask your post.
- Booking channels differ — the details are below. Pretoria takes appointments by email; Johannesburg books through the MNE online platform; Cape Town is reached by email.

Pretoria — consular section of the embassy
Pretoria is the only post of the three that publishes the NIF procedure itself, on its consular-services page: fill in the NIF form; authenticate your signature at the section — the act takes place in person, at €40 per recognition, with prices fixed in euros and subject to the official exchange rate defined by Banco de Portugal; name a fiscal representative with a domiciled address in Portugal (the nomination form’s signature is validated at a Portuguese notary or at the section); the forms are then forwarded to the Autoridade Tributária, which contacts the representative. Johannesburg — consulate general
Johannesburg covers Gauteng (excluding Tshwane/Pretoria), Limpopo, North West, Mpumalanga, Free State and KwaZulu-Natal, plus Lesotho and Botswana. Appointments are mandatory and booked through the MNE online platform, except for the acts the post keeps open without booking. - The extent of each post’s NIF role. Some consular posts complete full NIF formalities and others only witness the signature on the AT form; Pretoria publishes its procedure and the other two do not — ask before booking.
- Cape Town’s own site. The post keeps no website of its own; its address and context sit on the Pretoria contacts page — confirm its current channels by email before travelling.
- Honorary consulates as service points. Any honorary consular presence under these posts assists Portuguese nationals but cannot perform the civil-registry and notarial acts the signature recognition belongs to — do not book a NIF act with one.

Does the consulate issue my NIF?
No. The NIF is assigned by the Autoridade Tributária e Aduaneira (AT), the Portuguese tax authority — consular posts do not issue it. Pretoria’s consular section, the one post that publishes the procedure, describes the consular role precisely: you fill in the NIF form, authenticate your signature at the section, name a fiscal representative with a domiciled address in Portugal, and the file is forwarded to the AT, which contacts the representative.

Do I need a fiscal representative in Portugal?
South Africa is outside the EU, so the European optional regime does not apply to you. Per Pretoria’s published procedure, you name a fiscal representative with a domiciled address in Portugal, whose signature is validated at a Portuguese notary or at the consulate’s section itself. Per the AT leaflet, once a tax legal relationship with Portugal exists, a resident of a third country must, within 15 days, either appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). Requesting a NIF as such does not by itself require a representative; a self-employed activity subject to VAT always requires a VAT representative resident in Portugal.

Which form and documents do I bring?
The AT leaflet for non-residents describes the document base as a valid civil identification document or passport, plus the tax authority’s form for non-residents, and a document showing your address abroad unless the address is shown in the ID. Pretoria’s procedure adds the representative nomination form, whose signature is validated at a Portuguese notary or at the section. Confirm the exact document set with your post on the day you act.

The NIF request itself is free — the Portuguese government’s guide states it. What a post charges is its emolument for the signature recognition. Pretoria publishes its own cost: €40 per recognition, with prices set in euros and subject to the official exchange rate defined by Banco de Portugal. Johannesburg and Cape Town do not publish a current fee table on the pages this guide draws on — ask the post. Pretoria also states that booking an appointment is not mandatory, though recommended.
