The consular NIF route: what applies across Israel

Every address in the country is served by the same post and the same national procedure. The shared points, as the tax authority and the government’s guide describe them:

  • A NIF can be requested directly from Portugal’s tax services or through the consular route. The AT’s e-balcão and the Serviços de Finanças are the direct channels; the consular route runs through the post in Tel Aviv, which witnesses your signature and forwards the file.
  • The post does not issue the NIF — the AT does. The number is assigned by the Autoridade Tributária e Aduaneira (AT), Portugal’s tax authority.
  • Standard document set. The AT leaflet for foreign citizens who are non-residents describes it as a valid civil identification document or passport, a document showing the address abroad (unless shown in the ID), and the AT form for non-residents.
  • Fiscal representative or electronic notifications — the third-country rule applies. Israel is outside the EU/EEA, so once a tax relationship with Portugal exists (property, vehicle, work or self-employment), you must within 15 days either appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). Requesting the NIF alone does not trigger the rule.

Do I need a fiscal representative in Portugal?

Israel is outside the EU, so the European optional regime does not apply to you. Requesting a NIF as a non-resident does not by itself require a representative, but per the AT leaflet, once a tax legal relationship with Portugal exists — a property, a vehicle, an employment contract or self-employed activity — a resident of a third country must, within 15 days, either appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). A self-employed activity subject to VAT always requires a VAT representative resident in Portugal.

Which form and documents do I bring?

The AT leaflet for non-residents describes the document base as a valid civil identification document or passport, plus the tax authority’s form; where the address abroad is not shown on that document, a document proving it. If the representative rule applies to you, the appointment (Anexo III) or the opt-in to electronic notifications completes the set. What the Tel Aviv section wants on the day for the signature act is not published — confirm it with the post before you act.
