Short answer. Portugal’s consular coverage in the UAE runs through a single post: the Consular Section of the Embassy of Portugal in Abu Dhabi, whose jurisdiction is the whole of the United Arab Emirates — Dubai, Abu Dhabi, Sharjah and the rest. The section recognises your signature on the form and forwards your file; the NIF itself is assigned by the Autoridade Tributária e Aduaneira (AT), not by the consulate.

The Abu Dhabi section publishes no NIF-specific page. Where a post does not, its contact and booking channel is the starting point — ask the post which documents it wants for the signature act before you book.

The consular NIF route: what applies across the UAE

Every address in the country is served by the same post and the same national procedure. The shared points, as the tax authority and the government’s guide describe them:

  • A NIF can be requested directly from Portugal’s tax services or through the consular route. The AT’s e-balcão and the Serviços de Finanças are the direct channels; the consular route runs through the post in Abu Dhabi, which witnesses your signature and forwards the file.
  • The post does not issue the NIF — the AT does. The number is assigned by the Autoridade Tributária e Aduaneira (AT), Portugal’s tax authority.
  • Standard document set. The AT leaflet for foreign citizens who are non-residents describes it as a valid civil identification document or passport, a document showing the address abroad (unless shown in the ID), and the AT form for non-residents.
  • Fiscal representative or electronic notifications — the third-country rule applies. The UAE is outside the EU/EEA, so once a tax relationship with Portugal exists (property, vehicle, work or self-employment), you must within 15 days either appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). Requesting the NIF alone does not trigger the rule.
  • The NIF request is free; the post’s fee is for its own act. The Portuguese government’s guide states the NIF request is free of charge. What the Abu Dhabi section charges is its emolument for the signature recognition — the post does not publish a current fee table, so ask before booking.
  • Booking runs through the national platform and the division emails. The section uses the MNE’s Agendamento Online system for appointment-based acts, and each division has its own email box — the details are below.

Abu Dhabi — consular section of the embassy

The Consular Section of the Embassy of Portugal in Abu Dhabi is the country’s only professional post, and its published jurisdiction covers the whole of the United Arab Emirates. Its portal lists the service areas: Cartão de Cidadão, certificates, consular registration, legalisation of documents, notarial acts (which include the signature recognition a NIF file needs), passport and civil registry. The section publishes no NIF-specific page — the notariado email box, notariado.abudhabi@mne.pt, is the channel for notarial matters such as the recognition; registocivil.abudhabi@mne.pt covers civil registry and vistos.abudhabi@mne.pt covers visa matters, with abudhabi@mne.pt as the general box. Does the consulate issue my NIF?

No. The NIF is assigned by the Autoridade Tributária e Aduaneira (AT), the Portuguese tax authority — consular posts do not issue it. The post’s role on the consular route is the one the AT leaflet describes: it carries out the recognition of your signature on the application and forwards the file. The Abu Dhabi section publishes no NIF-specific page, so confirm the exact handling of the act with the post when you book.

Do I need a fiscal representative in Portugal?

The UAE is outside the EU, so the European optional regime does not apply to you. Requesting a NIF as a non-resident does not by itself require a representative, but per the AT leaflet, once a tax legal relationship with Portugal exists — a property, a vehicle, an employment contract or self-employed activity — a resident of a third country must, within 15 days, either appoint a fiscal representative in Portugal or adhere to the AT’s electronic notification channels (Portal das Finanças notifications or ViaCTT). A self-employed activity subject to VAT always requires a VAT representative resident in Portugal.

Which form and documents do I bring?

The AT leaflet for non-residents describes the document base as a valid civil identification document or passport, plus the tax authority’s form; where the address abroad is not shown on that document, a document proving it. If the representative rule applies to you, the appointment (Anexo III) or the opt-in to electronic notifications completes the set. What the Abu Dhabi section wants on the day for the signature act is not published — confirm it by email before you book.
