CRUE Portugal — EU Citizen Residence Certificate as Proof of Address

If you are an EU, EEA, or Swiss citizen living in Portugal for more than three months, you need to register your residence with the local authorities. The document you receive is called CRUE — Certificado de Registo de Cidadão da União Europeia, or EU Citizen Registration Certificate. The CRUE confirms your legal residence in Portugal and serves as proof of address for many procedures, including updating your tax address with Autoridade Tributária e Aduaneira and cancelling your fiscal representation. What is CRUE?

CRUE (Certificado de Registo de Cidadão da União Europeia) is the residence certificate that EU, EEA, and Swiss citizens are required to obtain when they intend to live in Portugal for more than 90 days. It is issued by your local Câmara Municipal (city council) or Junta de Freguesia (parish council), is valid for 5 years, costs around €15, and is delivered to you at the appointment — no waiting for mail.

The 3-month rule

EU/EEA/Swiss citizens can enter and stay in Portugal without a visa, but if your stay exceeds 90 days, Portuguese law requires you to register. The deadline is 30 days after the 90-day mark — meaning you must apply for CRUE within roughly 120 days of arrival. Failing to register can result in fines from €400 to €1,500, according to eportugal.gov.pt.

How to get CRUE Portugal

1. Choose your local authority. Most municipalities accept CRUE applications at the Câmara Municipal (city hall); some delegate it to the Junta de Freguesia. Check your municipality’s website to confirm which handles EU citizen registration in your area.
2. Book an appointment. Most Câmaras require an appointment for CRUE registration. Book online or by phone. In some cities walk-ins are accepted but expect long waits.
3. Bring required documents. An EU passport or national ID card; proof of address in Portugal (rental contract, utility bill, or witness declaration); evidence of economic activity, sufficient resources, or family ties (requirements vary by municipality); and the €15 fee in cash (most municipalities).
4. Receive your CRUE. The certificate is issued on the spot, valid for 5 years. After 5 years of legal residence you can apply for permanent residence; after 10 years, for Portuguese citizenship.

If you appointed a fiscal representative when you first applied for NIF Portugal as a non-resident, the CRUE is a key document for cancelling that representation. It proves you are now legally resident in Portugal, which lets you switch from a fiscal representative to direct correspondence from Autoridade Tributária — either at your Portuguese address or through electronic notifications (NCEPF). EU citizen tax residency in Portugal

Holding a CRUE does not automatically make you a Portuguese tax resident. Tax residency is determined separately — typically by spending more than 183 days in Portugal in a calendar year, or by having your habitual home in Portugal.
